Dear Kevin McLaws:The Division of Drinking Water (the Division) received the plans and specifications for the proposed Hidden Valley 500k Tank(ST003) transmission and distribution water
lines from Kelly Chappell, P.E, Ensign Engineering, Inc. on July 22, 2025. Plan review comments were sent to you and your consultant on August 19, 2025. Revised plans were received by
the Division on August 25, 2025. Additional review comments were sent to you and your consultant on August 28, 2025. Final revisions were received by the Division on September 2, 2025.
This project has met the conditions for receiving a plan approval.
Our understanding of the project is a new development that will be connected to the Zion Mountain Resort water system (#13055). The proposed development will add 61 nightly rentals,
a 70-seat restaurant and a small conference area. These additions to the system make up an additional 31 Equivalent Residential Connections (ERCs) to the water system.
The new development will receive water from Big Spring (WS002) which will be conveyed into a new 500,000-gallon reinforced concrete tank that will be known as Hidden Valley Tank (ST003).
The tank will include all required components including a hatch, air vent, inlet, outlet, drain and overflow lines.
The water distribution system and transmission water lines for this new development will consist of 1,920 linear feet of 12-inch diameter PVC C-900 and 7,900 linear feet of 8-inch diameter
PVC C-900 pipe, including all appurtenant valves and fittings.
One other component of this project will be to modify the spring collection box for Big Spring (WS002). A new concrete box will be installed, with a v-notch weir to measure flow, an
air vent, an access hatch and overflow. This will help to resolve deficiencies with the existing spring collection box.
We have completed our review of the plans and specifications, stamped and signed byKelly L. Chappell, P.E., dated September 2, 2025, and found they basically comply with the applicable
portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for Hidden Valley 500k Tank(ST003) transmission and distribution water lines
are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before Hidden Valley Tank or the water lines may be put in service. A checklist outlining
the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction
of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted
to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
