Written review comments were provided to you and your consultant on July 22, 205. The Division received the revised plans and specifications on August 19, 2025. Some additional review comments were sent to you and your consultant on August 27, 2025. This project has met the conditions for receiving a plan approval. Our understanding of the project is to construct a new 500,000 gallon tank and transmission line to provide redundancy and added storage capacity for the Virgin Town water system. The project includes the construction of a 500,000 gallon reinforced concrete tank called East Tank (identified as ST003 in the Division’s database). Construction includes all associated tank appurtenances including a hatch, air vent, inlet, outlet, and overflow/drain line. The transmission line that will tie into the existing water system includes 2,324 linear feet of 12-inch diameter PVC C900 pipe with associated fittings, valves, and appurtenances. We have completed our review of the plans and specifications, stamped and signed byDavid Shon Fullmer, P.E., dated August 28, 2025, and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for East Tank are hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before East Tank may be put in service. A checklist outlining the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.Federal SRFThe project, as described herein, is generally eligible for assistance under the Drinking Water Construction Assistance Program. All change orders will need to be reviewed and approved for compliance with the Drinking Water Rules and the conditions of this construction approval.The project may now be advertised for bids. But, as a condition of the project funding, you must not award the contract or proceed with construction until the Division of Drinking Water has authorized you to do so. This is necessary to comply with applicable requirements and to protect you, as the funding recipient, by ensuring that the contract meets requirements for funded projects. Federal regulations require that a concerted effort must be made to encourage participation of small and disadvantaged business enterprises (DBE) by providing requisite information, including plans and specifications on the project. In order to provide opportunities to DBE subcontractors, utilization goals for Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) have been determined to be 4% and 2%, respectively. As outlined in the contract documents, the prime contractor must submit a list of prepared MBE/WBE subcontractors to be used on this project and documentation of solicitation efforts with the bid. The prime contractor's efforts to provide opportunities to DBE's must be reviewed and approved by this office before the contract can be awarded.
