HomeMy WebLinkAboutDDW-2025-008277 September 3, 2025 Sent via Email Only Nathan Anthony Bell Wasatch Peaks Ranch 36 South State Street, Suite 500 Salt Lake City, Utah 84111 nbell@wprutility.com Subject:Exception to R309-550-11(3), Individual Booster Pump for WPR Diamond Peaks Lodge; Wasatch Peaks Ranch, System #15044, File #24791 This Exception Expires on January 1, 2029 Dear Nathan Bell: On August 8, 2025, the Division of Drinking Water (the Division) received a request from Evan Smith with Kimley Horn and Associates, Inc for an exception to Rule R309-550-11(3), regarding individual booster pumps, for WPR Diamond Peaks Lodge and Restaurant. Accordingly, to this rule, individual booster pumps shall not be allowed for individual service from the public water supply mains. Diamond Peaks Lodge and Restaurant located within the Wasatch Peaks Ranch water system is approximately 1,900 feet in elevation above WPR Tank 4 (ST004). The Diamond Peaks service connection is the only connection within its pressure zone. All other service lines connecting to the water distribution main are downstream of the next PRVs. Exception Request The basis for your request for an exception to R309-550-11(3), is that the individual booster pump is necessary to provide standard operating pressure for the Diamond Peaks Lodge and Restaurant. You propose to maintain the water system's water quality and public health by installing a 2” Zurn backflow preventer (model 375XLB) prior to the booster pump. The backflow preventer will also be installed according to the International Plumbing Code, section 608. The booster pump will be outfitted with a low-pressure cutoff to prevent the creation of a vacuum or negative pressure on the suction side when a positive pressure of 10 psi or less occurs on the suction side of the pump. This RPZ valve is in addition to the required check valve installed with the meter setter assembly. The RPZ valve will be included within Wasatch Peaks Ranch Standard Operating Procedures and annual backflow assembly/cross connection control program. The commercial water service and meter must be connected to the Wasatch Peaks Ranch water system. Wasatch Peaks Ranch takes the responsibility of the water quality to the water meter. Water quality will be the responsibility of the property owner downstream of the water meter. The pressure tank and booster pump will be housed in a separate heated structure above ground apart from the commercial structure. The tank and all appurtenances must comply with NSF/ANSI 61: Drinking Water System Components. The pressure tank must have a screened overflow that has #4 and #24 stainless steel screens on the discharge end, drains to the atmosphere, and has 12 inches of clearance above grade. The individual booster pump and interim tank installation and the required backflow prevention assembly must be included in the Wasatch Peaks Ranch cross connection control inventory. An approved backflow prevention double check assembly (Wilkins DC 350 or equal) must be installed downstream of the water meter prior to the tank inlet and tested according to the Wasatch Peaks Ranch cross connection control plan. The property owner will be responsible for testing. The property owner will be required to submit testing and inspection reports for the required backflow prevention assembly. The reports must be submitted to Wasatch Peaks Ranch annually or as often as necessary. The property owner must sign an easement and access agreement prepared by Wasatch Peaks Ranch. The agreement shall specify that Wasatch Peaks Ranch has the responsibility and legal access to inspect the individual booster pump system installation. Wasatch Peaks Ranch will verify compliance with the required conditions and assess the cross connection hazard annually. This agreement shall allow Wasatch Peaks Ranch to terminate the service if the individual booster pump and interim tank installation are not maintained adequately or pose a hazard to the water system. The property owner will be required to record a formal notice of the individual booster pump and interim tank installation with the property deed at the Morgan County Recorder's Office. These requirements will be transferred to subsequent property owners in the event the property is sold. On this basis, an exception to R309-550-11(3), Individual Booster Pumps, is hereby granted for WPR Diamond Peaks Lodge. This Exception expires onJanuary 1, 2029. You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal prior to January 1, 2029. Exceptions granted by the Division include an expiration date to ensure that the basis and conditions for granting the exception are verified periodically and that the drinking water quality remains protected. After receiving your request, the Division will determine whether this exception can be re-issued. This Exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception. Please maintain a copy of this letter with your permanent records for future reference.
