Box 144880 195 North 1950 West Salt Lake City, UT 84114-4880 Subject: Request for authorization for soil disturbance required by radioactive material license UT1900481, condition 12 Rio Algom Mining LLC – Lisbon Facility Radioactive Material License UT1900481 Dear Mr. Hansen, Rio Algom Mining LLC (RAML) will be disturbing soil at its Lisbon facility property during a proposed fall 2025 drilling program described in RAML’s August 26, 2025 letter to the Utah Division of Waste Management and Radiation Control (DWMRC). According to condition 12 of RAML’s radioactive materials license UT1900481: “In order to ensure cultural resources are not disturbed in the future, prior to disturbing the soil onsite, the Licensee shall conduct an archaeological and historical artifact survey of areas of its property, not previously surveyed, including borrow areas to be used for reclamation cover. These surveys shall be submitted to the Director for approval. The Licensee shall not disturb any property included in the survey until the Licensee has received authorization from the Director to proceed.” As indicated in RAML’s June 26, 2025 letter to DWMRC, RAML has completed cultural resource surveys of its Lisbon facility property and submitted these surveys to the Utah State Historic Preservation Office (SHPO). A map of the proposed drilling locations, access roads, and support zones on RAML property is included on Figure 1. RAML has verified that the proposed soil disturbance does not intersect any identified cultural resources. A concurrent notification and a version of Figure 1 identifying cultural resource information is being submitted to the SHPO under separate cover per Utah Code Section 63G-2-305(26). RAML hereby requests the Director’s authorization to proceed with soil disturbance as required by UT1900481 condition 12.
