HomeMy WebLinkAboutDDW-2025-008101August 28, 2025 Sent via Email Only Scott Nielsen Black Desert Resort 1500 East Black Desert Drive Ivins, Utah 84738 scottn@blackdesertresort.com Subject:Operating Permit, Ivins City Consecutive Connection (WS001), Ion Exchange Water Treatment Plant (TP001) and Distribution Lines (DS001); Black Desert Resort, System #27114, File #13570 Dear Scott Nielsen:The Division of Drinking Water (the Division) received a request for an Operating Permit for Ivins City Consecutive Connection, Ion Exchange Water Treatment Plant, and Distribution Lines from your consultant, Todd Gardner, P.E., and Alpha Engineering on August 22, 2025. The Division issued Plan Approval for this project on June 3, 2024. Division staff conducted an on-site construction inspection on July 23, 2024. Our understanding of the project includes the following: The resort will be supplied through multiple connections in Snow Canyon Parkway via the Ivins City water system (UT27008). The consecutive connection is identified as WS001 in the Division’s database. A portion of the site has softened water from two treatment buildings to avoid installing water softeners for each unit. Due to the softening of the water, the downstream use of the water is considered a new public water system. The Ion Exchange Water Treatment Plant is a prepackaged Culligan Hi-Flo 50 HS-2400-DF 60-inch softener system with four resin tanks in series and an approximate 8,050-gallon underground brine tank. The proposed Ion Exchange Water Treatment Plant is identified as TP001 in the Division’s database. Looped 8-inch diameter water lines throughout the project area will provide fire flow. Approximately 659 ERCs will be added once the project is complete, which will deliver softened water. The other lots will use water from the Ivins City water system. The Distribution Lines are identified as DS001 in the Division’s database. Detailed project description is summarized in the Plan Approval (Project Overview Addendum) issued on June 3, 2024. We have received the following information for Ivins City Consecutive Connection (WS001), Ion Exchange Water Treatment Plant (TP001), and Distribution Lines (DS001): Certification of Rule Conformance with plan approval conditions by a professional engineer. As-builts. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Evidence of O&M manual delivery. We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for Ivins City Consecutive Connection (WS001), Ion Exchange Water Treatment Plant (TP001), and Distribution Lines (DS001) is hereby issued as constituted by this letter. You may now place these facilities and water lines in service in your water system. Please maintain a copy of this letter with your permanent records for future reference.If this Operating Permit changes any of your monitoring requirements, the staff of the Water Quality Monitoring and Standards Section will follow up to provide an updated monitoring schedule and/or inventory reportto you.
