Dear Hal Feinberg:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Clear Sky Bryce Canyon water system (Phase 2) from William H. Anderson,
P.E., Anderson Engineering, Inc., on August 12, 2025. The Division issued Plan Approval for this project on October 10, 2023. An Operating Permit for Phase 1 of the project was issued
on August 15, 2024.Our understanding of the project is a new Public Water System that serves the Clear Sky Bryce Canyon Resort. This water system will eventually serve 90 dome guest
tents in total, employee housing, and a 75-seat restaurant. Phase 1 of the project, previously issued an operating permit on August 15, 2024, serves 25 of the dome tents and the 75-seat
restaurant. These are located in Zone 1 (described below). This operating permit is for Phase 2 of the project, which added 37 domes, all located in Zone 2, including a booster pump
station and a hydropneumatic tank.The water source is provided through a consecutive connection from the Cannonville Town Water System (09003). The consecutive connection is identified
in the Division’s database as WS001. A distribution system conveys water to the dome tents and other connections described above. Zone 1 has a static pressure of 69 psi at the delivery
point and can be provided adequate pressure through the consecutive connection. Zone 2 requires booster pump stations to ensure adequate pressure is maintained in that part of the system.Phase
2 of the project serves 37 more dome tents in Zone 2. This project includes the activation of Booster Station 1 (PF001) which is equipped with a 2 horsepower centrifugal pump at 35 gallons
per minute (gpm) of pumping capacity that is run with a variable frequency drive and has a Goulds 119 gallon hydropneumatic tank known as Booster Station 1 HD Tank (HD001). The booster
pump station is able to provide the required flow and pressure in the upper pressure zone (Zone 2). In the future, Phase 3 will include the activation of another booster pump station
with a hydropneumatic tank, allowing the addition of another 28 dome tents in Zone 2.
We have received the following information for Clear Sky Bryce Canyon Public Water System (Phase 2) Booster Station 1 (PF001) and Booster Station 1 HD Tank (HD001):
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for Clear Sky Bryce Canyon Public Water System (Phase 2)is hereby
issued as constituted by this letter. You may now place Booster Station 1 (PF001) and Booster Station 1 HD Tank (HD001) in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
