Dear Mr. Amato:
The Division of Waste Management and Radiation Control has completed its review of your letter dated January 18, 2024, 2024, which attached aFinal Supplemental Resource Conservation
and Recovery Act (RCRA) Facility Investigation Work Plan (Work Plan) prepared by AECOM. The three referenced Solid Waste Management Units are identified in the Chevron’s post-closure
permit.
Division staff conducted a site walk-through of the SWUMs with you and your consultants on February 1, 2024. SWUM HF Acid Neutralization Tanks are located within an active operation
area of the refinery. It appears that the access to this SWMU on sampling and potential remediation activities is limited due to active refinery equipment and operation surrounding
this area. Chevron may postpone the investigation until the access is cleared in the future.
Based on our review and field observation, the Work Plan appears to be acceptable, and is here approved for implementation. Please provide a notice to the Division at least seven days
prior to the field work.

Please be advised that the spill is not clean closed, and Chevron needs to continue updating and tracking the spill impact in the annual report.
