It is currently used by Salt Lake City’s Police Department as a training facility and the Fire Department for equipment storage. Exhibit 1 (Appendix A) presents a topographic map of the area. Exhibit 2 is a diagram that indicates the approximate location of the investigation area in relation to the overall site. 1.2 Project Background A fuel release associated with a system of four underground storage tanks (USTs) was initially discovered in 1993. Subsurface investigations and periodic groundwater monitoring were conducted between 1993 and 2011, and the four USTs were removed in 2011. In 2013, soil and groundwater impacts were identified at concentrations above screening levels at locations surrounding the former tank basin. In early 2014, Terracon conducted corrective action in the vicinity of the former tank basin, under the DERR-approved Work Plan IEQ-15. The corrective action included over-excavation and removal of the identified impacted soils for off-site disposal, removal of impacted groundwater from the open-excavation, and a limited application of chemical oxidation reagents to treat residual petroleum-impacted groundwater in the excavation area prior to backfilling. Terracon subsequently installed six groundwater monitoring wells under Work Plan IEQ-16 and conducted a groundwater sampling event to evaluate concentrations of petroleum hydrocarbons remaining in the area of the former UST basin and dispensers. The results indicated that concentrations of dissolved petroleum hydrocarbons remained above screening levels at the site, and the extent of impacts was not defined. Under Work Plan IEQ-17, Terracon advanced four additional soil borings for soil sampling, completed the borings as monitoring wells, and conducted an additional round of post-corrective action groundwater sampling. Results from these two groundwater sampling events indicated that dissolved petroleum hydrocarbons, specifically TPH- Limited Site Investigation Fleet Management Yard ■ Salt Lake City, Utah June 22, 2016 ■ Terracon Project No. AL137118B Responsive ■ Resourceful ■ Reliable 2 DRO and benzene, remained above DERR Initial Screening Levels (ISLs) south of the former tank basin. This report documents the results of Work Plan IEQ-18, which was developed to further define the extent of impacts south of the former tank basin. 1.3 Scope of Work Work Plan IEQ-18 included the advancement of seven additional soil borings at locations that were selected with input from DERR; two soil samples and one groundwater sample were collected from each of the borings. The results of this Limited Site Investigation (LSI) will be used to develop a Corrective Action Work Plan. The overall project goal is to meet regulatory screening levels, less than Initial Screening Levels (ISLs) for unrestricted land use, and receive a “No Further Action” status for Release ID IEQ. 1.4 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time period. Please note that Terracon does not warrant the work of laboratories, regulatory agencies or other third parties supplying information used in the preparation of the report. These services were performed in accordance with the scope of work agreed with you, our client, as reflected in our proposal, and were not restricted by ASTM E1903-11. 1.5 Additional Scope Limitations Findings, conclusions and recommendations resulting from these services are based upon information derived from the on-site activities and other services performed under this scope of work. Such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable or not present during these services, and we cannot represent that the site contains no hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations or exploratory services; the data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. The limitation of liability defined in the Terms and Conditions is the aggregate limit of Terracon’s liability to the client and all relying parties. 2.0 LIMITED SITE INVESTIGATION 2.1 Environmental Soil Borings Prior to drilling, the public utility location service (Blue Stakes) was notified at least 48 hours prior to drilling as required by law. In addition, a subcontracted private utility location service was used to identify and mark subsurface utilities in the area of each boring location. The boring locations were adjusted in the field as needed to avoid buried utilities or other obstacles. Terracon’s field activities were conducted on April 28, 2016. Seven borings (B-9 through B-15) were advanced for soil and groundwater sampling at the approximate locations shown on Exhibit 3 (Appendix A). The borings were advanced to a maximum depth of approximately 15 feet below the ground surface (bgs). Mechanized drilling services were performed by a State of Utah- licensed Monitoring Well Driller, using a direct push drilling rig under the supervision of Terracon field professionals. All environmental samples were collected by Mark Lilly, Utah UST Groundwater and Soil Sampler (#GS-449). Mechanized drilling equipment was cleaned, using a high-pressure washer prior to beginning the project and before beginning the soil boring. Soil samples were collected continuously from the boring using a five-foot macro-core sampler. Soil cores were observed to document soil types, color, moisture content, and sensory evidence of environmental impacts. The soil samples were also field-screened using a portable photoionization detector (PID) – Mini Rae 2000 PID to determine the potential presence of total volatile organic compounds (TVOCs). The subsurface soil types encountered during sample collection varied between borings but generally consisted of silty gravel fill materials underlain by silty clays. PID readings ranging from non-detect to a maximum of 55 parts per million (ppm). Groundwater was typically encountered at depths of approximately 8 feet bgs. Detailed lithological descriptions and PID readings are presented on the soil boring logs included in Appendix C. One soil sample was collected from the interval displaying the highest impacts, or, if impacts were not observed, from the soil-groundwater interface. To assess the vertical extent of impacts, one soil sample was also collected from the total depth of the boring or from the underlying interval that appeared to be free of contaminants. 2.4 Groundwater Sampling Terracon collected one groundwater sample from each of the seven borings (converted to temporary groundwater sampling points), using a low-flow peristaltic pump and new polyethylene tubing. Prior to sampling, the temporary sampling point was developed and purged, using the peristaltic pump to reduce turbidity. The groundwater gradient was not measured during field activities, as none of the monitoring wells were accessed as part of this LSI. Gradient measurements during previous groundwater monitoring events have consistently indicated an overall south-southeasterly groundwater flow direction at the site. 3.0 LABORATORY ANALYTICAL METHODS The soil and groundwater samples were collected and placed in laboratory-prepared containers, labeled, and placed on ice in a cooler. The samples and completed chain-of-custody forms were shipped via overnight courier to Environmental Science Corporation analytical laboratory in Mt. Juliet, Tennessee (a Utah Certified Laboratory). All samples were analyzed by laboratory test methods as appropriate for the type(s) of contaminants most likely to be associated with the former UST systems: methyl tert-butyl ether (MTBE), benzene, toluene, ethylbenzene, xylenes, and naphthalene (BTEXN), total petroleum hydrocarbons in the gasoline range (TPH-GRO), and total petroleum hydrocarbons in the diesel range (TPH-DRO) with silica gel treatment. Please refer to Table 2 (Appendix B) for a summary of the laboratory analytical results for groundwater samples. Tables 1 and 2 include regulatory screening levels for comparative purposes. 4.1 Soil Sample Results Soil samples collected from borings B-9 through B-15 did not report any petroleum constituent concentrations above ISLs, with one exception. At boring B-11, the soil sample collected from a depth of 9-10 feet bgs reported a TPH-DRO concentration of 1,080 milligrams per kilogram (mg/kg), which is above the ISL of 500 mg/kg but below the Tier 1 Screening Level of 5,000 mg/kg. 4.2 Groundwater Sample Results Groundwater samples collected from borings B-9 through B-15 did not report any petroleum constituent concentrations above ISLs, with one exception. The groundwater sample collected from boring B-11 reported a TPH-DRO concentration of 2.10 milligrams per liter (mg/l), which is above the ISL of 1 mg/l but below the Tier 1 Screening Level of 10 mg/l. 5.0 FINDINGS AND CONCLUSIONS Based on the results of this LSI and recent investigations conducted under Work Plans IEQ-16 and IEQ-17, residual petroleum impacts to soil with ISL exceedances appear to be confined to a relatively small area in the vicinity of boring B-11. At this location, which is within the footprint of an existing building, only one constituent (TPH-DRO) was identified at a concentration above an ISL. Residually impacted groundwater with ISL exceedances appears to be somewhat more widespread, based on the results of groundwater samples collected during this LSI and in 2015 under Work Plans IEQ-16 and IEQ-17. Dissolved TPH-DRO and benzene concentrations exceeding ISLs appear to extend from the former UST basin southward to boring B-11 (within an existing building), but not to the southern property boundary. Locations of the remaining ISL exceedances in soil and groundwater are indicated on Exhibit 4 (Appendix A). The lateral extent of the plume of residually impacted groundwater is now defined by the borings advanced during this LSI and by the existing monitoring well network. Under separate cover, Terracon will develop a Corrective Action Work Plan to address the remaining impacts to soil and groundwater, consistent with the planned site redevelopment.
