Dear Mr. Gurr: The Division of Waste Management and Radiation Control (the Division) has received your request for approval of Waste Stream 0856-55 for management at your Mixed Waste Facility. The request for approval of this waste stream was received by the Division in EnergySolutions’ letter CD-2025-128. Waste Stream 0856-55 consists of Electrical Transformers with liquid PCB oil inside. PCB concentrations are presumed to be ≥ 500 parts per million (ppm). The waste is non-hazardous and will require draining of the PCB oil and flushing in accordance with 40 CFR 761.60 (b)(1)(b). The oil and flush will be treated by thermal desorption (VTD) and the transformer carcasses will be disposed of in the Mixed Waste Landfill Cell.Your CD-2025-128 letter includes the completed Radioactive Waste Profile Record and confirms waste stream0856-55 to be within Class A limits as defined by Utah Rule R313-15-1009. The Licensee may receive and manage the above waste stream provided the waste is received, treated and disposed in accordance with your RCRA Part B Permit and Radioactive Material License UT 2300249.If you have any questions regarding this letter, please contact Kevin Carney at (385) 622-2267.
