Dear Mike Noel:The Division of Drinking Water (the Division) received a request for an Operating Permit for the New Paria Subdivision Water System 2024 Improvements from John Jacobsen,
P.E., Sunrise Engineering, on August 5, 2025. The Division received the plans and specifications for the project on December 19, 2023. Additional information regarding the proposed chlorinator
and hydraulic modeling was requested on that same day. A hydraulic modeling report was received by the Division on January 10, 2024. However, it was not complete as it did not include
all the required modeling scenarios. A completed hydraulic modeling report was received by the Division on January 23, 2024. A review of the entire project was completed, and review
comments were sent to you and your consultant on February 22, 2024. Revised plans and a response to the comments were received by the Division on March 1, 2024. Plan approval was issued
by the Division on April 5, 2024. Division staff will conduct an onsite construction inspection of this project later this year as part of the water system’s sanitary survey.
The Kane County Water Conservancy District took over the operation of this water system. This project was intended to bring the water system up to current standards with regard to operational
pressures and fire flows. A chlorinator was originally approved as part of the project, however, the chlorinator was not constructed and is still proposed at this time. The remainder
of the completed project is described below.
Distribution System Improvements
The new water lines for this project included replacing and adding new water lines to improve hydraulic capacity and create a new pressure zone in the system. This included installing
1,900 linear feet of 4-inch diameter PVC C900 DR18 transmission line from the well. Also, new distribution lines included 9,000 linear feet of 8-inch diameter PVC C900 DR18 pipe that
are new and replace existing water lines. A PRV was also installed to separate the two pressure zones.
150K Tank (ST004)
A new 150,000-gallon reinforced concrete tank was constructed at a higher elevation in the water system to add fire suppression storage and to create a new pressure zone that allows
all the higher connections in the water system to meet required operational pressures. This tank meets all of the required elements including an air vent, access hatch, overflow, and
drain.
New Paria Booster Pump Station (PF001)
This new booster pump station pumps water from the lower pressure zone and delivers water to the new 150K Tank (ST004). The booster pump station includes a Tigerflow CDF 15-2 pump skid
that has two 5 HP pumps that deliver 100 gallons per minute of water to the upper zone.
We have received the following information for the New Paria Subdivision Water System 2024 Improvements:
Certification of Rule Conformance with plan approval conditions by a professional engineer and changes made during construction including not constructing the chlorinator (TP001) were
in conformance with rules R309-500 through 550.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the New Paria Subdivision Water System 2024 Improvementsis
hereby issued as constituted by this letter. You may now place the 150K Tank (ST004) and New Paria Booster Pump Station (PF001) in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
