Written review comments were provided to your consultant on July 8, 2025. The Division received source capacity estimates on July 8, 2025, revised plans and specifications on July 22, 2025, and winter water demand data on July 30, 2025. This project has met the conditions for receiving a plan approval. Our understanding of the project is as follows: The Penstock Water Line connects ten of Brigham City's drinking water sources in Mantua, Utah to the City's distribution system and storage tanks in Brigham City, Utah. This project consists of replacing approximately 1.93 miles of the existing 36-inch diameter concrete water line with buried, 42-inch diameter HDPE pipe. Construction will take place between October and April to take advantage of the lower water demand during the winter months as the City's drinking water sources in Manuta will be disconnected from the distribution system. Consideration has been taken to ensure that Brigham City's ability to supply drinking water to all customers is not interrupted during construction: Six well sources (WS008, WS011, WS014, WS016, WS018, WS021) and one spring source (WS015) will remain connected to the distribution system during construction. Based on winter water use data, your consultant has estimated a peak day demand of approximately 6 million gallons per day (MGD) during the winter months. According to the Division's database, the sources located within Brigham City have a combined safe yield of 8.1 MGD and the wells have a maximum pump capacity of 11.3 MGD. All of the city's storage tanks will remain connected to the distribution system with a total capacity of 12,450,000 gallons. The tanks will provide fire flow, system pressure, and will provide a buffer in case of spikes in demand above what is expected. We have completed our review of the plans and specifications, stamped and signed byBrett Marsden Jones, P.E., dated June 13, 2025, and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for the Penstock Water Line Replacement Project are hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before the Penstock Water Line may be put in service. A checklist outlining the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
