1.0 INTRODUCTION
Underwood Environmental Consulting, Inc. (UEC) has been retained by West Winds
Development to perform groundwater monitoring at the West Winds Truck Stop (owned and
operated by Yardley Green River, LLC). The project site, located at 1085 East Main Street,
Green River, Utah, includes a convenience store, retail and commercial fueling facilities, repair
shop, restaurant and motel (Figure 1). The groundwater monitoring event was conducted to
assess groundwater conditions at the truck stop. The site is eligible for Petroleum Storage Tank
(PST) Fund reimbursement. The Utah Division of Environmental Response and Remediation
(DERR) identifies the project site as Facility ID #5000275, Release Site OBD.
2.0 BACKGROUND
Release OBD was opened based upon the reported findings of a Phase II Environmental Site
Assessment (ESA) performed by Broadbent and Associates, Inc. for Pilot Travel Centers. The
Phase II ESA reported several soil and groundwater samples with hydrocarbon concentrations in
excess of Utah Initial Screening Levels (ISLs) (Broadbent, 2021).
UEC performed a subsurface investigation at the site in October – November 2021. At that time,
four existing monitoring wells were encountered around the commercial dispenser canopy
perimeter. The existing monitoring wells were apparently installed in 1994 and have been
designated as MW-NW, MW-NE, MW-SW, and MW-SE. During the groundwater sampling
event associated with the investigation, free product was observed at monitoring well MW-SE
(Table 1; Table 2; Figure 1). The source of free product observed is unknown, but, appears
likely the result of surface spills at the commercial dispenser area (UEC, 2021).
During groundwater sampling in November 2021, free product was also observed at newly
installed monitoring well MW-7 (Table 1; Table 2; Figure 1). The source of free product
observed at this location is also unknown, but, potential up-gradient sources to the north should
be considered based on the prevailing groundwater flow direction (UEC, 2021).
3.0 METHODOLOGY
3.1 Free Product Checks
Periodic free product checks are being conducted at the site. Up to six monitoring wells (MW-2,
MW-3, MW-5, MW-6, MW-7, and MW-SE) have been checked for the presence of free
product, or lack thereof, since April 2022. The wells are checked using an interface probe,
disposable bailer, or both. The results of free product checks are presented on Table 1.

3.2 Groundwater Monitoring
On March 16, 2024, water levels were measured in eleven monitoring wells using an electronic
water level indicator or interface probe. The monitor wells, lacking substantial free product,
were subsequently purged of three casing volumes of water on March 17th prior to sampling. A
separate disposable bailer was utilized to sample each well. The groundwater samples were
labeled appropriately, placed on ice, and submitted to the laboratory under chain-of-custody.
The groundwater samples were analyzed for methyl tertiary butyl ether (MTBE), benzene,
toluene, ethylbenzene, total xylenes, naphthalene (BTEXN), total petroleum hydrocarbons –
gasoline range organics (TPH-GRO), and TPH – diesel range organics (TPH-DRO) using EPA
methods 8260B/C, 8260D, and 8015C.
4.0 RESULTS
4.1 Free Product Observation
Measurable free product has been observed at three monitoring well locations over the past two
years. In October 2022, free product samples were obtained from MW-SE and MW-7 and
analyzed for “product ID”. The gas chromatographs for each sample were very similar and the
laboratory concluded that the samples were identical diesel product of some kind (UEC, 2022).
The free product observed in the field at MW-SE and MW-7, however, differs visually in
appearance (color). In March 2024, the product thickness measured at MW-SE was 4.98 feet,
and MW-7 contained 3.43 feet. The product thickness observed at monitoring well MW-6 was
0.01 feet (Table 1; Table 2; Figure 1).
Based on the free product checks (Table 1), measured product thickness continues to be
substantial at MW-SE and MW-7. A free product recovery test utilizing a vacuum truck would
provide useful information for free product recovery in this area.
4.2 Depth to Water and Flow Direction
On March 16, 2024, the depth to groundwater ranged from 7.80 to 12.42 feet below top-of-
casing (TOC) (Table 2). Figure 1 depicts a groundwater contour map for the project site on the
same date. The groundwater elevations at the two or three wells containing free product were
corrected by applying Archimedes principle and an assumed specific gravity of 0.85 for diesel
fuel. Based on the measured and calculated groundwater elevations, the groundwater flow
direction was determined to be southerly.

4.3 Groundwater Analytical Results
Nine monitoring wells were purged and sampled on March 17, 2024. The groundwater
analytical results presented on Table 2 are compared with Initial Screening Levels (ISLs) and
Tier 1 Levels (DERR, 2005).
Of the nine groundwater monitoring wells sampled, three wells exceeded the ISL for benzene,
two wells exceeded the ISL for TPH-DRO, and one well exceeded the ISL for TPH-GRO. The
highest benzene concentration detected in groundwater was 3.02 mg/L at MW-2. The highest
TPH-DRO and TPH-GRO concentrations detected in groundwater were 5.8 mg/L and 7.45
mg/L, respectively, also at MW-2 (Table 2).
No hydrocarbon concentrations were detected in groundwater at MW-4, MW-5, MW-NW, MW-
NE, or MW-SW (Table 2).
The laboratory analytical reports for the March 2024 groundwater monitoring event are provided
as an attachment.
5.0 CONCLUSIONS
Based on field observations, free product checks, and the March 2024 groundwater analytical
results, the following conclusions are presented:
• Depth to groundwater ranged from approximately 7.8 to 12.4 feet below top of well
casing.
• The groundwater flow direction was determined to be southerly.
• The ISL for benzene was exceeded at three well locations. The highest benzene
concentration detected in groundwater was 3.02 mg/L at MW-2.
• The ISL was exceeded for TPH-DRO at two well locations. The highest TPH-DRO
concentration detected in groundwater was 5.8 mg/L at MW-2.
• The ISL was exceeded for TPH-GRO at one well location. The highest TPH-GRO
concentration detected in groundwater was 7.45 mg/L at MW-2.
• Free product was observed at three monitoring well locations. The greatest free product
thickness observed was 4.98 feet at MW-SE.

Based on the conclusions above, UEC recommends the following;
• Continue groundwater monitoring, and
• Conduct a free product recovery test utilizing vacuum truck extraction at MW-SE and
MW-7.
Submittal of this groundwater monitoring report concludes the tasks approved under work plan
OBD-03.
6.0 LIMITATIONS
Our services consist of professional opinions from a state-certified consultant, made in general
accordance with locally accepted environmental practices at the time of execution.
Environmental samples are obtained from specific locations, utilizing methodologies consistent
with Utah Department of Environmental Quality regulations. UEC makes no guarantee, either
expressed or implied, that the analytical results accurately represent subsurface conditions
throughout the entire project site.
