Rockwell Solutions, Inc. oversaw excavation activities in August 2023 for the above-referenced
facility and release in accordance with a Corrective Action Plan (CAP) approved by the State of
Utah Division of Environmental Response and Remediation (DERR) on July 19, 2023.
INTRODUCTION
Rally Stop #13 is an active gas station with a convenience store located at 750 S Bluff Street in St.
George, Utah. Release KAJ was reported at a dispenser on the east side of the site on April 28,
1997.
During tank removal activities in May 2023 soil and groundwater contamination were discovered in
the tank basin and from two dispensers on the west side of the site. A new release was reported on
May 17, 2023, and was assigned release code OHU.
A CAP was prepared to excavate onsite contaminated soil and to remove impacted groundwater.
EXCAVATION ACTIVITIES
Concrete and asphalt were removed from the site after the tank removal. A new tank basin was
excavated on the west side of the property. Apparent impacted soil was placed in the former tank
basin excavation. Soil samples were collected from the corners and east and west walls of the new
excavation. Soil sample locations are shown on Figure 1.
Contaminated soil removal began on July 31, 2023, near the southwest dispenser. It was believed
some clean material would be present at the top of the excavation, but contaminated material was
found just below the surface upon digging. All soil was hauled offsite.

All accessible soil was excavated on the south side of the property to the approximate St George
Auto property line, as shown on Figure 1. The eastern edge of the property remained open to
accommodate dump truck traffic. Approximately 6,033 tons of soil were removed from the site.
The vertical extent of contamination extended to approximately thirteen feet below grade (bg) in the
northwest part of the excavation and eighteen feet bg across most of the excavation. Soil
confirmation samples were collected from the walls, corners, and bottom of the excavation. The
samples were analyzed for MTBE, benzene, toluene, ethylbenzene, xylenes, naphthalene
(MBTEXN) and total petroleum hydrocarbons – gasoline range organics (TPH-GRO) using EPA
analytical method 8260b and TPH-diesel range organics (TPH-DRO) using EPA method 8015b.
Sample locations are shown on Figure 1 and corresponding depths are shown on Table 1.
SOIL TYPE
The top two to four feet of native soil at the site consisted of silt which then graded into a siltstone
bedrock. The upper feet of the siltstone was friable and graded into more solid rock, which was
fractured throughout the site.
SOIL DISPOSAL
All soil removed from the excavation was hauled to the Bryce Christensen Excavating (BCX)
gravel yard in St. George. The soil was spread out and landfarmed, then approximately half of the
soil was run through a rock crusher and spread out again. Samples were collected from the crushed
soil on January 3, 2024, and found to be below Initial Screening Levels. A Landfarm Sampling
Report was prepared and submitted to DERR on January 11, 2024.
The second half of the landfarmed soil has been crushed and is awaiting confirmation sampling.
The excavation was backfilled and compacted with clean, imported backfill and the excavation area
was repaved.
GROUNDWATER
A frac tank was onsite in preparation for dewatering of the excavation. However, no groundwater
was observed or present in the excavation at any time. Depth to groundwater has consistently been
measured at approximately ten feet in the onsite monitoring well network. However, groundwater
flow/recharge through the bedrock is very slow.
ANALYTICAL RESULTS
The soil analytical results from the excavation are presented on Table 1. In general, samples
adjacent to the convenience store building, east of the building, and along the south property
boundary exceed Tier 1 and/or Initial Screening Levels. Laboratory reports are attached.
CONCLUSIONS AND RECOMMENDATIONS
Approximately 6,033 cubic yards of soil were removed from the site in August 2023. All soil was
hauled to the BCX gravel yard facility where it was crushed and landfarmed. No groundwater was
observed. It appears that additional soil contamination remains below the convenience store
building, east of the convenience store building, and on the offsite property to the south.

Rockwell Solutions recommends additional investigation to delineate the extent of soil
contamination in preparation for future corrective action, replacing monitoring wells to evaluate
groundwater contamination, and collecting sub-slab vapor samples to evaluate potential vapor
intrusion into the convenience store building.
