Dear Mr. Elsmore:
A revised Remedial Action Plan (RAP) for Former Washmore Laundry (Pride Cleaners
VCP) was submitted to the Division of Environmental Response and Remediation (DERR) on
March 26, 2025. The DERR Voluntary Cleanup Program (VCP) program manager is awaiting a
response to an email dated April 16, 2025, regarding your continued participation in the VCP prior
to the VCP's review of this document.Please respond to this communication within seven days
to start the VCP’s review of the revised RAP and avoid additional unnecessary delays. Please
note that, according to Utah Administrative Code R311-202, you are required to remediate (clean
up) the petroleum release at Release Site OFD. Since chlorinated solvents are mixed with the
petroleum impacts at the site, the cleanup must be conducted under the guidance of a program with
oversight authority, such as the Voluntary Cleanup Program (VCP).
The RAP is a VCP submittal and requires acceptance from the VCP project manager before
any remedial work may commence. The DERR Leaking Petroleum Storage Tank (LPST) project
manager has reviewed Wasatch Responses to PST Comments regarding the LPST components of
the revised RAP, specifically concerning petroleum impacts related to Release OFD. The project
manager agrees with these responses, on the condition that the proposed downgradient groundwater
monitoring wells (located downstream from the petroleum source) mentioned in Section 2.5 are
tested for petroleum-related contaminants, including MBTEXN and TPH-GRO/DRO.
