HomeMy WebLinkAboutDERR-2025-005394 PST Comment Wasatch Response to PST Comment (Blake Downey, P.G.) Preliminary Explanation of Project Goals and Benefits Wasatch is working with the owners of the Washmore Laundry Facility (4002623) regarding release OFD. The owners are also working with the Voluntary Cleanup Program (VCP) to approve a Remedial Action Plan (RAP). To save costs, the RAP also included the required elements of a Corrective Action Plan (CAP) regarding the OFD release. Wasatch received comments from the PST regarding the RAP, see the below comments that augment the revised RAP provided for PST approval. Please note that Wasatch acknowledged the PST approval only pertains to the work for the OFD release documented in the RAP, and will not be interpreted as approval by the VCP for the other impacts on the property. PST COMMENTS 1. Identify that Former Pride Cleaners is also known as Washmore Laundry, Facility Identification No. 4002623, Release Site OFD. The has been addressed in Section 1 of the RAP. 2. Identify that the RAP has all the necessary components of a CAP required by the PST Branch. Wasatch has reviewed the RAP and in our opinion the RAP contains the necessary components of a CAP required by the PST. 3. Note that confirmation soil and groundwater samples must be collected and analyzed for chemicals of concern related to the PST release. This includes BTEXN, TPHDRO, and TPH-GRO. Wasatch concurs, and this is stated in Section 6.3 of the RAP. 4. Environmental samples must be collected downgradient from the source of the release to determine if soil and groundwater contamination has migrated off-site. This has already been completed (via discussions with Eileen Brennan) and that data was submitted to the PST. It was determined that the impacts downgradient of the former USTs is not of concern and that the only impacts that require remediation is the impacted soil that was directly adjacent to the former USTs. 5. All work related to the Release Site OFD must be done by a certified PST consultant, and environmental samples must be collected by a Utah- certified soil and groundwater sampler (Utah Admin. Code R311- 201- 2). Wasatch concurs, and all work will be done through Blake Downey a Utah-certified PST consultant (CC0268) (this is stated in Section 1 of the RAP) and all environmental samples will be collected by certified soil and groundwater samplers (this is stated in Section 6.3 of the RAP) that are employed by Wasatch. 6. Separate reports pertaining only to Release Site OFD will be submitted to the PST Branch upon completion of the remedial work. Wasatch will submit a separate report regarding the OFD release to PST as discussed in Section 8 of the RAP.
