Previously, the Division received the plans and specifications from Russ Vernon, Alpha Engineering, on February 25, 2022. Written review comments were provided to you on March 21, 2022, noting that the tank and pump station plans were not included. The Division received the plans for the tank and pump station on March 22, 2022. Written review comments for the tank and pump station were submitted on April 4, 2022. Revisions to those plans were received by the Division on April 7, 2022. The Division issued Plan Approval for this project on April 12, 2022. Our understanding of the project is to construct the following drinking water facilities: Firelight Tank (ST004) - This is a 2-million gallon reinforced concrete tank that has all required elements including an access hatch, air vents, inlet and outlet piping, and an overflow/drain line. This tank receives water from the Firelight Pump Station (PF001 – described below) and will provide storage for future new development in Toquerville. Firelight Pump Station (PF001) - The pump station is located adjacent to the West Tank (ST002). The pump station has two 100-hp vertical turbine pumps, each with the capacity to deliver 1,000 gallons per minute at 240 feet of head. They pump from vertical pump cans that remain flooded from the West Tank. The pump station has four total cans for two future pump installations. The water from this pump station is delivered through a 16 and 20-inch diameter ductile iron pipe conveyance to the Firelight Tank (ST004). Water lines installation included 5,300 linear feet of 20-inch diameter ductile iron pipe; 4,680 linear feet of 16-inch ductile iron pipe; 120 linear feet of 12-inch diameter PVC C900 pipe; and 250 linear feet of 8-inch diameter PVC C900 pipe. These pipelines include air-vac valve vaults, isolation valves, fittings and appurtenances. We have received the following information for the Firelight Tank, Pump Station, and Offsite Water Line Project: Certification of Rule Conformance with plan approval conditions by a professional engineer. As-built or record drawings. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Evidence of O&M manual delivery. We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Firelight Tank, Pump Station, and Offsite Water Line Project is hereby issued as constituted by this letter. You may now place Firelight Tank (ST004), Firelight Pump Station (PF001), and associated transmission water lines in service in your water system. Please maintain a copy of this letter with your permanent records for future reference. If you have any questions regarding this Operating Permit, please contact J. Paul Wright, P.E., DEQ Southwest District Office, at (435) 986-2590, or Michael Newberry, Permitting and Engineering Support Manager, at (385) 515-1464. Sincerely, Russell Seeley, P.E.
