Sam and Eric,
As a follow up to our visit to the site today, Bill and I stopped near the 700 North Street after leaving the site today to
observe potential dust from operations there. One situation that caught our attention was the excavation work nearer to
the eastern portion of the site, which if I recall correctly, was in cell 206. The amount of dust generated at that location
was much more evident than at other locations, and we would guess that it exceeds the 20% opacity allowable on-site as
per Section 5.5.1.5 Dust Control Plan and Division of Air Quality R307-309 requirements. Please take measures to
reduce the amount of dust generated from this location.

We were seeing the same actually and I’ve called our water truck operators to address this with more of a directional
spray at that site. I’ve called Reynolds as well to instruct their hoe operators to try and mitigate the pluming of dust by
mixing the waste before loading. I’m so sending Marty Porter our site superintendent over there now to watch the
operation and make adjustments as necessary. Thanks for the follow up.
