SITE NAME: Airport West / North Temple Landfill

SITE LOCATION: Salt Lake City

DATE OF SITE VISIT: 3 July 2025

PURPOSE OF SITE VISIT: DERR (David Bird & Bill Rees) oversight of field activities at the Airport West
VCP site.

FIELD OBSERVATIONS: On 3 July, at ~9 am, the DERR met with ET Design (Sam Bernard) and Ninigret
(Eric Rice) at the on-site construction trailer. We visited the Repository where the placement of landfill
waste was proceeding. Next, we observed the pumping of leachate from the east end of cell 166, which
is also near the western boundary of the new Repository. We then traveled toward the east within
Phase I and observed excavation of the landfill waste at Cell 206. We then traveled to observe the WAIV
unit (leachate evaporation system).
The DERR left the site at ~10:55 am. After leaving the site today, the DERR stopped north of the site
near the 700 North street to observe potential dust from operations there. We observed dust
generated near cell 206 close to the east end of the site that appeared to exceed the 20% opacity
allowable on-site. We sent an email to Ninigret when we returned to the DERR offices, notifying them
of these observations and requesting modifications to their methods to remedy the situation.
