Dear Mr. Hansen, EnergySolutions herein notifies the Director of the Utah Division of Waste Management and Radiation Control of free liquid discrepancies with Shipment 0631-01-0001; Bates Number
L141165 (GSAP #2411000509). During sampling in accordance with Attachment II-1, Waste Analysis Plan, of the state-issued Part B Permit, unexpected aqueous free liquids greater than 1% were discovered in this shipment. This notification is being provided in accordance with Conditions 17.D. and 68.D of Radioactive Material License UT 2300249.
Shipment 0631-01-0001 consists of 47 containers received on June 5, 2025. On June 9, 2025, all 47 of these containers were opened and inspected and free liquid was observed on the waste surface of 7 of these containers with a worst-case total liquid depth of 6 inches. A liquid volume fraction of 19.2% of the manifested waste volume was calculated in
accordance with CL-CH-PR-252 F1; 1% Volume Freestanding Liquids Chart. All seven containers exceeded the 1% free liquid requirement. The containers were moved onto secondary containment.
Calculation sheets for free liquid volume in the seven containers will be included in the seven day follow up letter. Condition Report CR-2025-0636 was initiated to track resolution of the waste in Shipment 0631-01-0001. Should there be any questions regarding this notification, please contact me at 801-649-2043.
