Subject:Operating Permit, Cedar Point Section (Phase 1) Source Water Transmission Line; Big Plains SSD – Cedar Point, System #27089, File #13389, SRF #3F2032
Dear Mayor Mike Farrar:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Cedar Point Section (Phase 1) of the Source Water Transmission
Line from Nathan Wallentine, Sunrise Engineering on July 3, 2025. The Division received the amended plans and specifications for the Cedar Point Section (Phase 1) of the Source Water
Transmission Line on March 27, 2024. Plan review comments were sent to you and your consultant on April 23, 2024. Revised plans were received by the Division on April 23, 2024. The Division
issued Plan Approval for this project on May 6, 2024. Division staff conducted a final inspection of this project on June 19, 2025.This project was amended from the original dedicated
transmission line that was approved for construction on July 3, 2023. That project’s purpose was originally to construct a dedicated water line that would tie all of the sources together
in the Big Plains SSD - Cedar Point (27089) water system and convey them to the 1 M Gal Storage (ST003) in a dedicated transmission. It was initially sized only for that purpose. The
amended project that was constructed has the purpose of not only being able to tie all of the water sources together (for future purposes if needed), but also extends west to allow for
a connection to a water line that comes from the Big Plains SSD - Apple Valley (27069) water system and provides a redundant source of water due to the water quality issues with the
Cedar Point wells. This amended project entailed construction of 5,145 linear feet of 8-inch diameter PVC DR 18 C900 pipe and 1,300 linear feet of 4-inch diameter PVC DR 18 C900 pipe.
This includes appurtenance valves and fittings
We have received the following information for the Cedar Point Section (Phase 1) Source Water Transmission Line:
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Cedar Point Section (Phase 1) Source Water Transmission
Line is hereby issued as constituted by this letter. You may now place this water line in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
