HomeMy WebLinkAboutDDW-2025-006182July 10, 2025 Sent via Email Only Mayor Mike Farrar Big Plains Water SSD - Apple Valley 1777 North Meadowlark Drive Apple Valley, Utah 84737 mayor@applevalleyut.gov Subject:Operating Permit, Apple Valley Pipeline - Phase II including the Apple Valley to Cedar Point Pump Station (PF001); Big Plains SSD – Apple Valley, System #27069, File #17498, SRF #3F2032 Dear Mayor Mike Farrar:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Apple Valley Pipeline - Phase II including the Apple Valley to Cedar Point Pump Station (PF001) from Nathan Wallentine, Sunrise Engineering, on July 3, 2025. The Division received the plans and specifications on October 23, 2024. Plan review comments were sent to you and your consultant on November 5, 2024. Revised plans were received by the Division on November 6, 2024. The Division issued Plan Approval for this project on November 7, 2024. Division staff conducted a final inspection of this project on June 19, 2025. Our understanding of the project includes two elements. One is a pipeline that conveys water from the Big Plains SSD - Apple Valley (27069) water system to the Big Plains SSD - Cedar Point (27089) water system, providing a new source of water to Cedar Point that meets Public Drinking Water standards. As a part of this project, a pump station is required to be able to pump water to the Cedar Point portion of the water system. These two elements of the project are described below: Transmission Pipeline from Apple Valley to Cedar Point The pipeline consists of the following pipe and valves, including all appurtenant fittings: 1,295 linear feet of 4-inch diameter DR18 PVC C900 pipe 8,501 linear feet of 8-inch diameter DR18 PVC C900 pipe 21,777 linear feet of 8-inch diameter DR14 PVC C900 pipe 14 isolation gate valves 11 Air-vacuum release valves Apple Valley to Cedar Point Pump Station (PF001) The pump station consists of a new building that houses a pump skid with all required valves and gauges, capable of pumping 250 gallons per minute (gpm) of water at 388 feet of head to the Cedar Point 1 Million Gallon Tank. A Grundfos Hydro NP 4 CRE 15-7 pump skid was installed with 4 pumps of the same size, 3 in operation and 1 that can cycle in reserve. Each of the four pumps is a 15 HP vertical centrifugal pump and has the capacity to pump 83.3 gpm. There is a backup generator installed at the pump station. The Apple Valley to Cedar Point Pump Station is referred to in the Division’s inventory as PF001. We have received the following information for the Apple Valley Pipeline - Phase II including the Apple Valley to Cedar Point Pump Station (PF001): Certification of Rule Conformance with plan approval conditions by a professional engineer. As-built or record drawings. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Evidence of O&M manual delivery. We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Apple Valley Pipeline - Phase II including the Apple Valley to Cedar Point Pump Station (PF001) is hereby issued as constituted by this letter. You may now place this water line in service in your water system. Please maintain a copy of this letter with your permanent records for future reference.
