Subject: Notice of Increased Monitoring for Highlands Water Company, UTAH15005

This letter serves as notification that the routine monitoring requirements for Highlands Water
Company (the Supplier) have increased to include monitoring on the Highlands Well #1
(identified as WS005). Pursuant to R309-205 all active sources supplying water to a community
water system shall be monitored for six chemical contaminants at varying frequencies.
The routine monitoring requirements are enclosed, given below and are available to view anytime
on waterlink.utah.gov under the water monitoring section. Please contact David Kruse at 385-566-
7789 (dbkruse@utah.gov) with any questions regarding the source monitoring requirements for
this system.
Background
On June 11, 2025, the Division of Drinking Water (the Division) conducted outreach to support
the Supplier in completing their initial PFAS monitoring requirements. In this process it was
discovered that the Highlands Well #1 (WS005) did not have the monitoring requirements
prescribed in R309-205 assigned.
On the date of this letter the Division does not have chemical sample results from the Highlands
Well #1 (WS005) more recent than November 27, 2007. For this reason, this source does not
qualify for reduced monitoring, and most chemical samples are due by the end of the current
compliance cycle (December 31, 2025).
Pursuant to R309-205-7, a source must have four radionuclide samples on file to qualify for a
reduced monitoring schedule, under which only one sample is required every three, six, or nine
years. To fulfill this requirement, the Highlands Well #1 (WS005) has been placed on a quarterly
radionuclide monitoring schedule.

Radionuclide samples do not need to be collected consecutively; therefore, samples are only
required during quarters in which the well is active and supplying water to the distribution system.
The Supplier is not required to operate the well solely for the purpose of collecting a radionuclide
sample.
The Division understands that this well is operated seasonally, primarily during the third quarter.
Accordingly, the well’s operating period has been updated to reflect a seasonal schedule of July 1
through September 30. At a minimum, the Division will expect a radionuclide sample during the
third quarter, as well as in any other quarter in which the well provides water to the distribution
system.

The routine monitoring requirements for the Highlands Well #1 (WS005) are given below and are
available to view anytime on waterlink.utah.gov under the water monitoring section.

PFAS Information and Resources
The EPA rule for PFAS requires that either method 533 or 537.1 version 2 are used for testing.
Please ensure that the chosen laboratory processes PFAS samples using one of these methods.
Additionally, the Division has resources to assist water systems in completing the PFAS initial
monitoring requirements. For more information on the resources the division can provide related
