DEQ/DERR, RMP, and LHM/Tetra Tech to discuss LHM’s plans for the RMP property within the greater Power District
project. A key element of these plans will be LHM’s assumption of responsibility to conduct the Voluntary Cleanup

Program (VCP) initiated by RMP for its property during the coming years. We would like to bring appropriate
representatives together from each organization during the week of January 20, 2025 if it works for everyone.
Can you please “reply to all” to confirm your availability for a meeting on one or more of these dates/times; and please
recommend preferred times (if any). We propose to make this an in-person meeting at the Utah DERR Office if Bill can
set up a room where we can meet (assume 1.5 hours).

Glad to hear things are coming together. I believed we did discuss this somewhat during our meeting a few weeks back.
I am assuming the enlargement of Area B is to accommodate utility access that will support development in Area B. Is
that correct? A single characterization plan and report for Area B makes a lot of sense to me, so no concerns there.
In terms of your questions about two risk assessments and RAPs for the same area, I am not sure we have ever had to
address this scenario before under the VCP. While the rationale for doing this is very clear, I can anticipate some
objections on our end about the potential for confusion with two RAPs covering the same area, particularly in the public
arena during public comment. If the documents are very clear and deliberate about the boundaries they cover, I think we
could work through this, but I will bring this up with Bill when he gets back next week to make sure I am not missing
anything. I will get back with you after I speak with Bill.

Currently in our VCA we have VCP Area A, Area B, Area C, and Area D. We are going to keep the same footprint, but
slightly enlarge Area B, which will require us to slightly reduce Area C and Area D.
Area B will be the focus of the Site Characterization Work Plan and the next phase of investigation. Area B will include
the new RMP headquarters area as well as a development area for LHM. Once the Site Characterization Work Plan is
approved we plan to conduct a single investigation (rather than an RMP investigation and a LHM investigation) and
develop one (1) Site Characterization Report.
Here’s my question: once the Site Characterization Work plan is complete and accepted by DEQ/DERR, RMP will do a
risk assessment and develop a RAP for the intended use of the property we will develop (likely commercial due to it
being an office building space); and LHM will do a risk assessment and develop a RAP for the intended use of the
property they will develop (likely residential). Is it acceptable to have the two different risk assessments/RAPs for the
two different areas/land uses within the same VCP Area (B)?

I don’t remember seeing an update on this one, if so I’m sorry. If not, I just wanted to get this back on your radar. This is
draft language that we had proposed to use regarding the Jordan River and include as an addendum to the VCP Area A
RAP. If acceptable, we would also use this language to finalize the Jordan River Sediment report.
I know we’ve put a few things on your plate right now, so from my perspective I don’t want this to take priority over your
review of the Area B work plan review.

Sorry for the delay on this. I have not gotten a straight answer, but we are going to discuss this next week and hopefully
have an answer at the site visit. A preference to have a single RAP was expressed, but this is not the final decision just
so you are aware.

Glad to hear things are coming together. I believed we did discuss this somewhat during our meeting a few weeks
back. I am assuming the enlargement of Area B is to accommodate utility access that will support development in Area
B. Is that correct? A single characterization plan and report for Area B makes a lot of sense to me, so no concerns
there.
In terms of your questions about two risk assessments and RAPs for the same area, I am not sure we have ever had to
address this scenario before under the VCP. While the rationale for doing this is very clear, I can anticipate some
objections on our end about the potential for confusion with two RAPs covering the same area, particularly in the public
arena during public comment. If the documents are very clear and deliberate about the boundaries they cover, I think
we could work through this, but I will bring this up with Bill when he gets back next week to make sure I am not missing
anything. I will get back with you after I speak with Bill.

We’re nearing having the Site Characterization Work Plan finalized with the new legal description of the boundary
that we will be investigating. A question has come up that I think we discussed but I wanted to get confirmation from
you.
Currently in our VCA we have VCP Area A, Area B, Area C, and Area D. We are going to keep the same footprint,
but slightly enlarge Area B, which will require us to slightly reduce Area C and Area D.
Area B will be the focus of the Site Characterization Work Plan and the next phase of investigation. Area B will
include the new RMP headquarters area as well as a development area for LHM. Once the Site Characterization
Work Plan is approved we plan to conduct a single investigation (rather than an RMP investigation and a LHM
investigation) and develop one (1) Site Characterization Report.
Here’s my question: once the Site Characterization Work plan is complete and accepted by DEQ/DERR, RMP will
do a risk assessment and develop a RAP for the intended use of the property we will develop (likely commercial due
to it being an office building space); and LHM will do a risk assessment and develop a RAP for the intended use of
the property they will develop (likely residential). Is it acceptable to have the two different risk assessments/RAPs for
the two different areas/land uses within the same VCP Area (B)?

FYI, and I believe we discussed this last week at the site walk, we are currently scheduled with a driller to

Given that no landfill material has been encountered, it's possible that PFAS chemicals
may not be present in the soil. While the screening levels for these chemicals are very
low, any findings could be hard to definitively link as the source of PFAS in the
groundwater.
It would be helpful to know the proposed sampling locations and what will happen to the
soil. Will they be sampling in areas slated for excavation, under hardscapes, or in
landscaping zones?
I'm okay with foregoing soil sampling unless there's reason to believe the soil is the
primary source of the groundwater contamination. I'm available to discuss this further at
your convenience.

Rocky Mountain Power (RMP) is preparing a SAP to characterize the property for their new headquarters. The
property is within the larger South Temple Landfill CERCLIS site although prior investigations have not encountered
landfill contents on this specific property. We have previously provided them feedback to sample for PFAS due to the
historic landfill and the low-level detections of PFAS in groundwater on the eastern portion of the RMP campus.
They have proposed to sample groundwater for PFAS but not soil. Do you recommend sampling soils for PFAS at old
landfills or is it preferable to have the groundwater data guide future soil sampling efforts if the groundwater shows a
PFAS problem? The entire property has been used as a storage yard during RMP's ownership so there are no specific
release points to target with the sampling (e.g. no drains, sumps, processing areas, etc.).

I have reviewed the revised work plan for Area B. Thank you for addressing the comments. I do not have any additional
feedback at this time.
Closing the door on some of the discussions during the call to discuss this work plan:
After reviewing the UST file, I do not believe there is a need to adjust any of the sampling locations proposed near
the former UST area.
DERR will not be requesting PFAS sampling of soils at this time. DERR would prefer to evaluate the groundwater
results to determine if PFAS is a potential concern and where potential source areas are, if any, before determining
the need for soil sampling for PFAS.
I believe field work was originally slated for the week of May 19. If you would like to move it forward, that would be fine,
just let me know the proposed schedule.

Here is the updated work plan that includes items discussed last week at the Area B site walk as well as
our phone call earlier this week. A redlined version is included as well.
FYI, and I believe we discussed this last week at the site walk, we are currently scheduled with a driller to
do the investigation the week of May 19-23. Depending on when this plan is approved, we may try to
move those dates up a week or two. We’ll keep you posted on that.

Attached are the combined files I sent earlier this week that contain the letter and application to add the
LHM Group to the Power District Voluntary Cleanup Agreement as well as the revised legal descriptions of
the VCP Areas.
The current plan is to begin the Area B investigation on May 19th. In preparation for a transmission line
project south of South Temple, we will be investigating a few proposed locations for transmission line
foundations on the 15th and 16th. There is a chance that the drillers are done early and are available on the
16th to begin the coal ash investigation (road and pipeline bedding material) along South Temple.

We have reviewed the email and data tables. Thank you for proposing additional samples to maximize characterization. Our comments follow:
1. The email contains preliminary data tables. We have not received/reviewed the complete lab data packages. If QC or transcription issues are encountered, additional sampling or other
adjustments to project work may be necessary. Understood.
2. Please revise the letter workplan to indicate that all future sampling will be conducted in accordance with the SAP/QAPP. Sampling was completed consistent with the SAP/QAPP. Please
ensure all detection limits are below screening levels to avoid potential QC Sensitivity issues. The correct analytical method was selected, matrix interference can cause elevated reporting
limits, as was observed for several SVOCs.
3. In Table 3, it appears that the RSL screening level is for benzo (e) pyrene, not benzo (a) pyrene. This changes the data review as there are now exceedances of both the residential and
commercial RSL. Please revise and propose sampling. An updated Table 3 is attached. Addition of SVOCs to the proposed analyses has been added, as well as two additional borings near
AB-43. The following table has been updated to reflect the additional analyses and borings, and the attached figure includes the two additional borings.

4. AB-42 - AB-44 contained elevated petroleum compounds, but sampling is only proposed around AB-44. Please provide a rationale for this proposal and indicate why additional samples
are not proposed to delineate the elevated concentrations. Two additional borings near B-43 have been added to address benzo(a)pyrene above the Industrial RSL in surface soil and at 4
to 5 feet bgs. AB-42 is in an asphalted area. The reported surface soil contamination and will be removed with the demolition and recycling of the asphalt and is in a commercial land use
area.
5. AB-21 - Please note that there is uncertainty under the road east of this location. Samples may not be collected during this phase of investigation due to utilities, but a materials
management strategy will be needed as part of the RAP, utility work and redevelopment. A MMP has been developed and approved by DERR for the Power District Development Project as
a whole. Area B would fall under that plan.
6. While not expected during this phase, future sampling should consider methane since this site could be part of a former landfill. Soil gas samples will be collected within Area B to
assess methane for potential vapor intrusion. Four samples will be collected and are presented on the attached figure. However, it should be noted that historical landfill operations were
for construction waste and commercial waste and was unlikely to include methane producing waste.

As discussed on Friday, DERR approval and comment of additional soil characterization and groundwater monitoring well locations is requested. Attached are draft
soil analytical summary tables, a draft temporary well analytical summary table, and a figure that indicates the soil assessment borings and the proposed additional
soil assessment locations and permanent groundwater monitoring wells for VCP Area B of the Power District Redevelopment Project. The May 2025 soil and
groundwater assessment was successful. Providing a great deal of data for completion of site characterization. There are several locations where further
delineation is required.
The analytical data for the May 2025 assessment identified four locations where additional characterization will be beneficial to completing charaterization and
developing a Remedial Action Plan for VCP Area B. Additional soil characterization is required for lead, arsenic, and cadmium in three locations (soil borings AB-21,
AB‑26/AB-37, and AB‑32/AB-34). Twelve additional soil borings to the groundwater interface will be advanced near those locations (see Figure) to collect soil
samples from surface soil, and 5 feet bgs, and at the soil/groundwater interface (approximately 10 feet bgs). Soil samples collected near soil boring AB-21 will also
be analyzed for oil range organics (ORO), and soil borings near soil borings AB-32/AB-34 will also be analyzed for PCBs to provide better delineation of reported
Aroclor 1260 contamination. Two surface soil samples will be collected near soil boring AB-35 to better delineate PCBs. Two soil borings will also be located near
soil boring AB-44 to better delineate the lead, arsenic, DRO, and ORO reported in that area. The proposed soil boring/sampling locations are presented on the
attached figure as red crosses and are summarized in the table below.

As proposed in the Site Characterization Work Plan (SCWP), ten groundwater monitoring wells will be constructed to collect groundwater samples and a soil sample
from the soil/groundwater interface at each location. The well locations are generally consistent with the anticipated locations presented in the SWCP and will
provide water quality data from throughout VCP Area B and at the boundaries of the Area. Consistent with the SCWP, existing groundwater monitoring wells TT-1-2
and TT-2-1 will be monitored to provide water quality data southeast and east (anticipated upgradient direction) of VCP Area B. The proposed groundwater
monitoring well locations are presented as a magenta target circle on the attached figure.
Hill West has scheduled a drilling contractor to complete the additional assessment and well installation beginning on June 25, 2025. DERR assistance in meeting
this start date is greatly appreciated.

Thanks for the update on the status of the work plan and sampling this week.
Regarding PFAS sampling of soils, Scott and I did discuss that. Based on the overall lack of clear source areas, wide-spread contamination, landfill debris, etc. we do not feel that default s
PFAS sampling at each well location is necessary. We think it is most effective overall to evaluate the groundwater data and let that guide any further sampling for PFAS (including soils) if
necessary. The drawback to this approach though is time since it requires evaluation of the data and an additional sampling event if the data warrants it. However, there is no guarantee th
additional sampling would not be needed even if PFAS soil samples are collected during this event anyway.
This is a business decision for PacifiCorp and LHM to consider, but the DERR is not requesting soil sampling for PFAS during this well installation sampling event. However, we do feel it is
important to retain the option to collect opportunity soil samples in the event that obvious field indications of potential source areas/impacts (significant or suspicious landfill contents, staine
soils, etc.) are encountered during sampling. Since schedule is a concern on this project, opportunity samples, if needed, could expedite the characterization of Area B by collecting relevan
data for evaluation now rather than in a future event.

We are finalizing the workplan based on the feedback last week. One final question, in our notes we show that you were going to talk to Scott Everett about whether we need to run the
soil/groundwater interface sample for the well installation borings for PFAS. Do you have direction from Scott on that for us to include? The water in the wells will be sampled for PFAS.

1. The email contains preliminary data tables. We have not received/reviewed the complete lab data packages. If QC or transcription issues are encountered, additional sampling or o
adjustments to project work may be necessary. Understood.
2. Please revise the letter workplan to indicate that all future sampling will be conducted in accordance with the SAP/QAPP. Sampling was completed consistent with the SAP/QAPP. P
ensure all detection limits are below screening levels to avoid potential QC Sensitivity issues. The correct analytical method was selected, matrix interference can cause elevated repo
limits, as was observed for several SVOCs.
3. In Table 3, it appears that the RSL screening level is for benzo (e) pyrene, not benzo (a) pyrene. This changes the data review as there are now exceedances of both the residentia
commercial RSL. Please revise and propose sampling. An updated Table 3 is attached. Addition of SVOCs to the proposed analyses has been added, as well as two additional boring
AB-43. The following table has been updated to reflect the additional analyses and borings, and the attached figure includes the two additional borings.

4. AB-42 - AB-44 contained elevated petroleum compounds, but sampling is only proposed around AB-44. Please provide a rationale for this proposal and indicate why additional sam
are not proposed to delineate the elevated concentrations. Two additional borings near B-43 have been added to address benzo(a)pyrene above the Industrial RSL in surface soil and
to 5 feet bgs. AB-42 is in an asphalted area. The reported surface soil contamination and will be removed with the demolition and recycling of the asphalt and is in a commercial land
area.
5. AB-21 - Please note that there is uncertainty under the road east of this location. Samples may not be collected during this phase of investigation due to utilities, but a materials
management strategy will be needed as part of the RAP, utility work and redevelopment. A MMP has been developed and approved by DERR for the Power District Development Proje
a whole. Area B would fall under that plan.
6. While not expected during this phase, future sampling should consider methane since this site could be part of a former landfill. Soil gas samples will be collected within Area B to
assess methane for potential vapor intrusion. Four samples will be collected and are presented on the attached figure. However, it should be noted that historical landfill operations w
for construction waste and commercial waste and was unlikely to include methane producing waste.

As discussed on Friday, DERR approval and comment of additional soil characterization and groundwater monitoring well locations is requested. Attached are

groundwater assessment was successful. Providing a great deal of data for completion of site characterization. There are several locations where further
delineation is required.
The analytical data for the May 2025 assessment identified four locations where additional characterization will be beneficial to completing charaterization and
developing a Remedial Action Plan for VCP Area B. Additional soil characterization is required for lead, arsenic, and cadmium in three locations (soil borings AB
AB‑26/AB-37, and AB‑32/AB-34). Twelve additional soil borings to the groundwater interface will be advanced near those locations (see Figure) to collect soil
samples from surface soil, and 5 feet bgs, and at the soil/groundwater interface (approximately 10 feet bgs). Soil samples collected near soil boring AB-21 will a
be analyzed for oil range organics (ORO), and soil borings near soil borings AB-32/AB-34 will also be analyzed for PCBs to provide better delineation of reporte
Aroclor 1260 contamination. Two surface soil samples will be collected near soil boring AB-35 to better delineate PCBs. Two soil borings will also be located n

As proposed in the Site Characterization Work Plan (SCWP), ten groundwater monitoring wells will be constructed to collect groundwater samples and a soil sa
from the soil/groundwater interface at each location. The well locations are generally consistent with the anticipated locations presented in the SWCP and will
provide water quality data from throughout VCP Area B and at the boundaries of the Area. Consistent with the SCWP, existing groundwater monitoring wells TT
and TT-2-1 will be monitored to provide water quality data southeast and east (anticipated upgradient direction) of VCP Area B. The proposed groundwater
monitoring well locations are presented as a magenta target circle on the attached figure.
Hill West has scheduled a drilling contractor to complete the additional assessment and well installation beginning on June 25, 2025. DERR assistance in mee
