We are looking at a couple of skid steer buckets for the amount of soil, maybe enough to put in the back of
a pickup truck (not that we’re going to put it in a pickup truck). And we’ll do composite samples for arsenic,
lead, TPH, and DRO. Let me know if you have any other questions, and I’ll keep you posted on results.

Hi Joe,

I’m sorry for being so slow on this one, I just wanted to touch base and let you know I haven’t forgotten
about this. I’m getting estimates for quantity, but I don’t anticipate it being very much because the holes will
be relatively small. We’ll likely do composite samples and I’ll get you a list of analytes we have done in the
past for this type of verification when working in Area A.

As I’m sure you’re aware, the transient problem along North Temple has had a big concentration near the Jordan River.
In an attempt to help control the population in the area, Rocky Mountain Power has been working with the City, and
Rocky Mountain Power is going to be replacing the existing fence along the North East and East sections of VCP Area
A with a diamond mesh fence in the next couple of weeks. New fence posts are going to need to be installed. We will
have a 40-hour HAZWOPER individual doing the holes for the fence posts, and we will collect any material from the
fence post holes on plastic sheeting (similar to what we have done in the past with Geotech studies or hydro-evac). We
will sample and analyze the soil from the fence post holes and if it is consistent with the surrounding area we will
spread it in the former AST or Coal storage areas. If it isn’t consistent we will manage it appropriately. I don’t anticipate
anything strange because most, if not all, that will be dug for the fence posts is in the top fill layer and the holes will
only be approximately 2 feet deep. Let me know if you have any questions or concerns with this approach.

Hi Joe and Scott,

Thank you for your review of the North Temple Redevelopment VCP Area A arsenic and lead risk
evaluation. Attached is an email that contains an outline of draft language that we had proposed to include
as an amendment to the risk evaluation. The language was developed after we received feedback from
Chris Howell on the Jordan River Assessment Report, Coal Storage Area Report, and AST Area Report, and
later had a discussion (quite a few months ago) with Chris to address the feedback, which appears similar
to what you and Scott mentioned.

The idea was that if the draft language was acceptable and met the needs of the risk evaluation, we would
(1) add an amendment to the VCP Area A arsenic and lead risk evaluation, update the (2) Jordan River
Sediment Assessment Report, (3) Coal Storage Area Report, and (4) AST Area Report accordingly.

Can you take a look at the attached email with the draft language, and if it is acceptable we’ll move forward
with the amendment/updates? (I realize when I sent you the attached email originally I sent it along with a
half dozen other emails so it very easily could have been lost in the shuffle). And if you want to meet to
discuss we’re happy to do that after Scott is back.

Hello Scott,

Scott Everett and I have reviewed the Area A Arsenic and Lead Risk Evaluation. We did not have any concerns relative to
the surface arsenic approach used. However, there is a concern about the approach used for the lead samples at depth.
In short, the grouping of the 200+ results from across Area A tends to average away some fairly significant remaining lead
concentrations (as high as 8300 ppm). Several of the significant lead numbers are from samples along the Jordan River
where future construction work is not going to result in the removal of these soils if I understand the redevelopment
concept correctly. We believe it is appropriate to have some type of management of these elevated sample areas.

I am happy to set up a meeting to discuss this in further detail. Scott will be out of the office from September 25 - October
4. Please let me know how you would like to proceed.

Hi Joe,

Earlier this spring/summer we had AGEC on site doing a geotechnical study in the footprint of the new RMP headquarters
building (currently VCP Area B). We are needing to have AGEC come back and look at a couple more locations within the
new headquarters building footprint. I anticipate they will begin the investigation in about four weeks. We are going to
follow the same procedures that we followed last time, and that we shared with Chris Howell for his approval (I believe it
happened near the end of Chris’s time as the PM for this project – I can look for that email if you’d like). We will collect
drilling fluids/soils on site in plastic tubs or on visqueen plastic sheeting. When the material is dry we will collect samples
and have them analyzed and manage accordingly. If the analysis shows that the soil is characteristic of what is in VCP
Area A we will place the soil in that area and it will be managed according to the RAP when work begins. If not, we will
handle the soil according to proper disposal requirements. If we encounter anything suspicious (ie asbestos) we will have
a certified asbestos inspector to properly manage the material. And finally, the geotechnical investigation will only be
analyzing for soil strength/density/etc. characteristics.
