Report dated December 18, 2024
On December 23, 2024, the Utah Division of Air Quality (DAQ) received a Relative
Accuracy/Performance Specification Test (RA/PST) report for the Big West Oil SRU in North Salt Lake,
Utah. Testing was performed on October 22, 2024, to determine the relative accuracy of the SO2 and O2
monitoring systems. The DAQ-calculated test results are:

Stack Test Deviation Report
There were no deviations observed during testing.
Calibration gases were in date and met performance specifications.

DEVIATIONS: No deviations were noted in this report.
CONCLUSION: Big West Oil operates the continuous emissions monitor (CEM) on the
SRU stack to measure SO2 and O2 emissions. The CEM was audited by
the DAQ and found to meet quality assurance requirements found in 40
CFR Part 60, Appendix B, Performance Specification 1, and R307-170,
Continuous Emission Monitoring System Program. Quarterly cylinder
gas audits and an annual relative accuracy test audit were conducted in
accordance with the procedures outlined in UAC R307-170.
RECOMMENDATION: The Big West Oil SRU SO2 and O2 CEM systems were operating as
required in R307-170 and 40 CFR 60.13 at the time of this evaluation.
HPV: Yes. There are current outstanding violations awaiting settlement.

13.2 Relative accuracy Performance Specification. The RA of the CEMSS must be not greater than 20 percent when RM is used in the denominator of Eq. 2-6
(average emissions during test are greater than 50 percent of the emission standard)or 10 percent when the applicable emission standard is used in the
denominator of Eq. 2-6 (average emissions during test are less than 50 percent of the emission standard).

13.2 CEMS Relative Accuracy Perfromance Specification.
The RA of the CEMS must be no grater than 20 percent of the mean value of the reference method (RM) data. 1 percent O2 or CO2.
The results are also acceptable if the absolute value of the difference between the mean RM value and the mean CEMS value is less than or equal to 1.0 percent O2 (or CO2).

4. Performance and Equipment Specifications
4.3 Relative accuracy. The RA of the CEMSS shall be no grater than 20 percent of the mean value of the RM test data in terms of the
units of the emission standard or 10 percent of the applicable standard, whichever is greater
For SO2 emission standards between 0.30 and 0.20 lbs./MMBtu use 15 Percent of the applicable standard;
For SO2 emission standards below 0.20 lbs./MMBtu use 20 Percent of the emission standard;

12. Calculate the arithmetic difference between the RM and the CEMSS output for each run. The average of the nine (of more) data sets constitute the RA.

The SRU is a process component in the Big West Oil refinery that recovers elemental sulfur from
hydrogen sulfide (HzS)-rich streams, which is derived from sour gas and sour crude oil processing.
Table 3.1, below, details the CEMS analyzer information.
The SRU is operated under Approval Order DAQE-ANl0l22008l-24. The emission test was
conducted pursuant to annual test requirements.
During the emission testing on October 22,2024, at the Big West Oil, LLC refinery, the SRU was
tested while the process was operating at greater than 50% of maximum load.

The following EPA reference methods were utilized to complete this testing program:
. EPA Method 3A for the determination of Oz concentration. EPA Method 6C for the determination of SOz concentration
A calibration error (CE) test was conducted as specified in US EPA Method 7E $8.2.3. In
accordance with this requirement, a three-point analyzer calibration error test was conducted prior
to exhaust sampling. The CE test was conducted by introducing the low, mid, and high-level
calibration gasses (as defined by EPA Method 7E $3.3.1-3) sequentially and the response was
recorded.
The initial system bias and system calibration error check were conducted in accordance with EPA
Method 7E $8.2.5. The upscale calibration gas was introduced at the probe upstream of all sample
system components and the response will be recorded. The procedure was repeated with the low-
level gas concentration and response recorded.
After each test run, the sample system bias check was conducted to validate the run data. The low-
level and upscale drift was calculated using equation 7E-4. The arithmetic average of all valid
concentration values was adjusted for bias using equation 7E-5B.
All gaseous sampling was done utilizing three appropriate traverse points. The three traverse points
were selected to ensure acquisition of a representative sample over the stack cross section as
required by 40 CFR Part 60, Appendix B, Performance Specification 2 $8.1.3.2.

The RATA testing was conducted following the sampling and measurement procedures found in
the EPA Part 60, Appendix B, Performance Specifications which requires that EPA Reference
Methods, from EPA Part 60, Appendix A, be utilized to conduct independent stack emissions
measurements for comparison with installed CEMS readings. The following performance
specifications were used during this testing program.
. EPA Performance Specification 2 for SOz relative accuracy. EPA Performance Specification 3 for Oz relative accuracy
As required by these methods, the use EPA Protocol I gases are mandatory and were used for this
portion of the project. A minimum of nine (9) RATA test runs were conducted at each exhaust
stack for a minimum duration of twenty-one (21) minutes for each run. A 3-point traverse located
at 16JYo,50.0yo, and83.3oh of the way across the stack (or 0.4, 1.2, and 2.0 meters from the stack
wall) was conducted during each RATA test run (7 minutes per point). A maximum of turelve

(12) RATA test runs will be conducted and up to three test runs may be discarded and not used to
determine relative accuracy. The results of the reference method tests were compared to CEMS
measurement data from the same time periods to determine the relative accuracy of the CEMS.
For SOz, the results of the RATA test are considered acceptable if the calculated relative accuracy
does not exceed 20.0% as calculated by Equation 2-6 in Performance Specification 2.
Alternatively, for affected units where the average of the reference method measurements is less
than 50 percent of the emission standard (emission limit), the relative accuracy must not exceed
l0% when the applicable emission standard is used in the denominator of Eq.2-6.
For Oz, the results of the RATA test are considered acceptable if the calculated relative accuracy
does not exceed 20.0% as calculated by Equation 3.1 in Performance Specification 3. The results
are also acceptable if the result of Equation 3-2 is less than or equal to 1.0 percent.
The reference method sampling locations are defined in the Erthwrks QA/QC worksheet located
in Attachment B. Three sampling points were used in accordance with the EPA Performance
Specification 2, $8.1.3.2, located at 16.7,50.0 and 83.3 percent of the stack inner diameter from
the port location. Erthwrks sampled at each traverse point individually for 7-minutes per point for
each 2l-minute test run.
