Site ID #:12103 Permit/AO #:DAQE-AN121030019-20,dated July 14, 2020 Subject:Review of Pretest Protocol dated March 22, 2024 On March 22, 2024,DAQ received a protocol for testing of Turbine T-3 at MountainWest Pipeline, LLCOak Spring Turbine Compressor StationinCarbon County, UT. Testing will be performedon May 15, 2024, to determine compliance withthe emission limits found incondition II.B.2 of DAQE-AN121030019-20 and 40 CFR Part 60, Subpart GG. PROTOCOL CONDITIONS:RM 1 used to determine sample velocity traverses:OKRM 3A used to determine O2 and CO2 concentrations:OKRM 7E used to determineNOx emissions:OKRM 10 used to determine CO emissions:OKRM 19 used to determine the exhaust effluent flow:OKRM 20 used to determine emissions from stationary combustion turbines:OKDEVIATIONS:NoneCONCLUSION:The protocol appears to be acceptable to determine the emission rates and concentrations of CO and NOx.RECOMMENDATION:It is recommended that the methods proposed in this pretest protocol be accepted to determine compliance with turbine T-3’s NOx and CO limits.
