HomeMy WebLinkAboutDERR-2025-004762 SITE VISIT REPORT DATE: 06/02/2025 SITE: Former PacifiCorp Carbon Power Plant VCP #095 SITE ADDRESS: 75th Avenue, Helper, UT PREPARED BY: Allison Stanley Utah Department of Environmental Quality Division of Environmental Response and Remediation 195 North 1950 West Salt Lake City, UT 84116 ATTENDEES: Allison Stanley (DERR), Bill Rees (DERR), Peter Brinton (PacifiCorp) ARRIVAL TIME: 1430 - DEPARTURE TIME: 1550 SUMMARY: DERR met Peter Brinton of PacifiCorp on-site to oversee the implementation of the Materials Management Plan (MMP) during the installation of the Helper City water line. While most work has been outside the Voluntary Cleanup Program (VCP) boundaries (3000 West and Highway 191), DERR previously instructed PacifiCorp to adhere to the MMP for any work within VCP limits. Upon arrival, DERR observed crews trenching beneath the right-of-way between 3000 West and Highway 191, where they encountered buried railroad ties with visible staining and odor. Given the uncertainty about whether this right-of-way was within VCP boundaries, DERR emphasized the critical importance of proper management and disposal of the impacted soil and rail ties, even if outside the VCP. DERR and PacifiCorp then inspected other trenched areas of the site, noting the widespread presence of coal combustion residual (CCR) material and unburned coal in both trenches and on the surface.
