Ductile – Utah, Permit ModificationDear Christy,
Attached is the requested preliminary wasteload analysis (WLA) for the McWane Ductile – Utah, Permit Modification. WLAs are performed to determine point source effluent limitations necessary
to maintain designated beneficial uses by evaluating the projected effects of discharge concentrations on in-stream water quality. They are based on information available at the time
of development. Concentrations are then compared to numeric water quality standards todeterminetheir acceptability. Please note that this is a preliminary WLA, and the numeric criteria
in this WLA may be modified bynarrative criteria and other conditionsdetermined by the Division of Water Quality (DWQ) staff. The Level II Antidegradation Review (ADR), which is a requirement
for all new discharges, may also have an impact on limitations. Please note that local ordinances may also apply. The attached WLA is outside DWQ’s typical process of developing a Utah
Pollutant Discharge Elimination System (UPDES) Permit. DWQ staff spent 70 hours on this WLA, billed at $115/hourfor a total cost recovery sum of $7,798.75. The invoice is attached –
please pay within 60 days of the date on this letter. To proceed with the UPDES Permit process for this project, please submit a UPDES Permit Application and ADR Application. If you
have any questions regarding this matter, please contact Danielle Lenz at (801) 536-4318 or by email at dlenz@utah.gov. Sincerely,Danielle LenzDanielle Lenz, ManagerUPDES Individual
