Facility ID No. 9000055, Release Site OKA Dear Mr. Lewis: Broadbent & Associates, Inc. (Broadbent) is pleased to present this Spill Report associated with an estimated 20-gallon diesel spill that occurred on February 18, 2024 at Pilot Travel Center #140 in Roosevelt, Utah (Site). It appears that a Badlands Tank Lines driver caused an overfill of diesel which migrated down the asphalt slope to a concrete drainage channel/swale which conveyed the fuel to an on-Site retention pond. Broadbent contacted Lincoln Environmental who mobilized a crew to the Site to implement cleanup. Mitigation activities included the application of granular absorbent floor dry to the spill area on the asphalt surface and the concrete channel/swale. In addition, absorbent pads were distributed across the surface of the retention pond to address free-phase diesel on the water surface. Booms were also placed across the pond to assist with containment and cleanup. The cleanup crew return on February 19, 2024 to remove absorbents left on the pond water’s surface. Booms were used to skim residual product off the water surface. Soil was scraped in the area between the pond water’s edge and the end of the concrete swale. Micro-Blaze® was sprayed across the pond surface to address residual sheen and on the scraped soil. Booms were left at the end of the concrete swale to address potential residual impacts. Photographic documentation of remedial actions and waste disposal documentation are summarized in Lincoln Environmental’s spill report which is provided as Attachment A. Common Location: 380 S 200 E, Roosevelt, UT 84066 Response/Site Survey: The Lincoln Environmental Services (LES) team responded with a light duty truck and response trailer, one supervisor and two hazardous materials technician. Upon arrival the LES team looked for the Store Manager to assist with locating the spill. On initial finding we found diesel fuel spilled at the pumps. This had released approximately 25 gallons onto the parking lot and into the water retention pond. Remediation Action: Team members using brooms spread absorbents in the parking lot, while pad and boom were placed into the water retention pond to soak up the diesel. LES Team returned on February 20th 2024 to remove boom and pad. New boom was left on site to soak up the remaining diesel fuel. Recovered Materials: 55 Gal drum with diesel contaminated absorbents. Approximately 100-140 lbs. Documentary Photography: Several photos were taken during the remediation. Boom and pad were placed into the pond. Initial walk up. Absorbent being spread out through the diesel pumps. Final remediation on 2/18/2024. LES returned on 2/20/24 Scraping the contaminated soil. Mircoblaze was sprayed onto the pond to break up the oil sheen. Final remediation. Contents of waste drum.
