Subject: Review of Pretest Protocol dated May 29, 2025
On May 29, 2025, Utah Division of Air Quality (DAQ) received a protocol for testing of Milford
Compressor Station/Standby Generator Engine in Beaver County, Utah. Testing will be performed on
July 30, 2025, to determine compliance with the emission limits found in Condition II.B.2.b of Approval
Order DAQE-AN142650007-25 and 40 CFR Part 60, Subpart KKKK.
PROTOCOL CONDITIONS:
1. RM 1 used to determine sample velocity traverses: OK
2. RM 3A used to determine O2 and CO2 concentrations: OK
3. RM 7E used to determine NOx emissions: OK
4. RM 10 used to determine CO emissions: OK
5. RM 19 used to determine exhaust effluent flows and mass emission rates: OK
6. RM 18 used to determine methane concentrations: OK
7. RM 20 used to determine testing parameters for stationary gas turbines: OK
8. RM 25A used to determine VOC emissions: OK
DEVIATIONS: None.
CONCLUSION: The protocol appears to be acceptable
RECOMMENDATION: The methods outlined in the pretest protocol should be considered
appropriate in meeting the testing requirements and to determine
compliance with the AO concentrations and emission rates for NOx, CO,
and VOC.
