Dear James Muylle:The Division of Drinking Water (the Division) received your request for the Operating Permit for the Hitching Post Well project from Thomas Avant, P.E., Iron Rock Group
on May 1, 2025. Final recorded Land Use Agreements were submitted to the Division on June 11, 2025. The Division issued Plan Approval for drilling this well on May 8, 2008, and Plan
Approval for equipping this well on June 9, 2021.Project History
This well was originally drilled in 1999 and was part of the Lake Powell Village water system (13058). It was known as CW#1 (Well #2) and identified as WS001 in that system. A PER was
concurred with on March 3, 2000, for the well and later, on June 13, 2003, a Drinking Water Source Protection Plan was approved. This well eventually became part of the Grand Staircase
Water Company (13063) when Lake Powell Village became non-public. It is known as the Hitching Post Well and is identified as WS002 in our inventory.
A surface seal was installed on the well on April 30, 1999. It was installed between the borehole wall and the 8-inch diameter steel casing to a depth of 660 feet. This surface seal
was witnessed by Scott Hacking.
On May 8, 2008, an equipping plan approval was issued for the Hitching Post Well. However, construction was never completed to introduce the well into the drinking water system. Instead,
the well was only used for irrigation.
Our understanding of the project was to finish construction of the well vault and transmission lines to connect it to the water system. The construction included equipping the well
with a Franklin 60 hp submersible pump that pumps 254 gallons per minute (gpm). The well terminates in an underground vault, which was constructed with a drain that has the capacity
to drain 150% of the capacity of the well pump, so it meets the Division’s rule for draining. All other well discharge piping meets the Division’s current rules, including a sample tap,
check valve, flow meter, pressure gauge and shutoff valves. The transmission line consists of 6-inch diameter PVC C900 DR18 pipe.
We have received the following information for Hitching Post Well and Well Vault (WS002):
Design engineer’s statement of conformance with approval conditions.
Documentation of valid water right(89-1155, 89-1619, 89-1647, 89-1698)
Evidence of O&M manual delivery.
As-built or record drawings.
Recorded land use agreements
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
We have determined that all conditions of operating permit issuance have been met. On this basis, an Operating Permit forHitching Post Well, Well Vault (WS002), and transmission lines
is hereby issued as constituted by this letter. You may now place Hitching Post Well (WS002),in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
The equipped well pump capacity of Hitching Post Well is 254 gpm. The safe yield of Hitching Post Well is rated at 169 gpm, which is calculated based on two-thirds of the constant-rate
aquifer drawdown test results at 254 gpm. The safe yield of 169 gpm is the basis for determining the maximum number of connections that Hitching Post Well can serve.
Drinking Water Source Protection Requirement
The Drinking Water Source Protection (DWSP) updated plan was due December 31, 2016. You can find guidance for completing an updated DWSP plan as well as a template for an updated DWSP

Source Monitoring Requirements
Issuance of this Operating Permit changes this water system’s monitoring and reporting
requirements. The monitoring requirements for this well are given below. An updated monitoring schedule can be viewed any time at waterlink.utah.gov under the Water Monitoring section.
