Dear Mr. Schon:
On April 23, 2025, the Division of Waste Management and Radiation Control (Division) received a variance request to extend the deadline to begin thetracer dye test at Compliance Well
P3-95 SWCfrom April 25, 2025, as per the October 9, 2023 Revised Corrective Action Plan (CAP) to address the presence of uranium in groundwater at the Clive Facility Compliance Groundwater
Monitoring well P3-95 SWC(DRC-2023-071888, DRC-2025-001372).
After review, EnergySolutions’request for a variance tothe October 9, 2023CAP for Groundwater Compliance Well P3-95 SWCand subsequent Monitoring Well P3-95 SWC Tracer Dye Test Plan (DRC-2025-000667)
is hereby approved. Seasonably higher precipitation leading to stormwateraccumulation in the ditch west of the P3-95 SWC has been correlated with elevateduranium levels occurring in
groundwater, and the Division agrees that, due to a very dry spring, the conditions required to conduct the tracer dye study have been inadequate. As outlined in the Monitoring Well
P3-95 SWC Tracer Dye Test Plan, EnergySolutions intends to conduct this test when there is a precipitation event largeenough to fill the jettied ditchesduring a seasonably wet period,
such as the fall or spring, whichhas historically been the time Total Uranium has exceeded allowable Ground Water Protection Levels.
The Division agrees to a one-year extensionto begin the tracer dye study,from April 25, 2025 to April 25, 2026, to allow for the flexibility to conduct the tracer dye study when optimal
conditions arise.
