RE:Groundwater Quality Discharge Permit (GWQDP) UGW450005; Radioactive Material License UT 2300249; EPA ID Number UTD982598898: Request for Approval to Construct an Evaporation Pond
Dear Mr.Schon:
The Division has received and reviewed EnergySolutions’ request for Director Approval to construct an Evaporation Pond submitted on April 10, 2024 (DRC-2024-005275/CD-2024-080). Upon
review of the initial submission, the Division generated a number of concerns and submitted requests for additional information (RFI) to provide an opportunity for EnergySolutions to
address them. EnergySolutions submitted responses to these requests and coordinated with the Division throughout this process. The responses to these RFIs appear to adequately address
the Division’s concerns, therefore, EnergySolutions’ request to construct the Evaporation Pond has been approved. EnergySolutions may proceed with construction under the following additional
conditions:
This letter of approval is restricted to authorizing EnergySolultionsto proceed with construction of the evaporation pondand does not includeapproval of the modifications to the GWQDP
attached to the initial submission (DRC-2024-005275/CD-2024-080). The proposed modifications shall be resubmitted at the end of the project in tandem with the As-Built Report and Drawings
to be approved under a separate letterhead.
The Division shall observe operations and Quality Control/Assurance documentation throughout the project timeline to facilitate approval of the resulting As-Built Drawings and Report
to be submitted at the end of the project. These site visitations will be random but will primarily focus on key operational events so that the Division may correspond with EnergySolutions
in a timely manner.
