Re: D/W Bluebench Landfill Facility – Class IVa Disposal Cell Waste Placement Approval
Dear Mr. Watt,
This correspondence represents the efforts made by the referenced Landfill Facility to
demonstrate compliance with UAC R315-303-3 Standards of Design (Rule). As in previous
Class IVa disposal cells, the operator of the landfill will continue to minimize liquids
admitted to active areas as outlined in the Rule. An exemption from a leachate collections
system is being requested as the cell is being proposed without the installation of liners,
which is consistent with previous onsite Class IV disposal cells. The site is located in a very
arid and dry climate, and historically the leachate generation (even in the much larger lined
MSW disposal cells) has been very minimal.
The liner design proposed for this disposal cell is an equivalent design using existing in-situ
soils beneath the proposed disposal cell. Four samples of the onsite clay were sampled by a
representative of SWTI and delivered to GeoStrata’s Bluffdale accredited laboratory for
testing. An exploration map showing the locations of where the samples were taken is
provided in Appendix A.
The laboratory testing program conducted by GeoStrata was designed to identify the
engineering characteristics of onsite earthen materials beneath the proposed landfill cell
footprint. The laboratory tests conducted for this program included the following:
Grain Size Distribution Analysis (ASTM D422)
Material Passing the 200 Sieve (ASTM D422)
Hydraulic Conductivity of Porous Material (ASTM D5856)
Laboratory results are presented in Appendix B with a summary table provided below.

The following interpretation of the testing results was provided by GeoStrata. “The native
soils as sampled have between 80.3 and 88.3 percent fines, so the soils are made up of soil
particles that classify as silt or clay. The Atterberg test results, liquid limit, and plasticity
index, indicate that on-site fine-grained soils are plastic soils with liquid limits above 40
percent moisture content. The results of the liquid limit and plasticity index numbers are
similar with values between 49 and 54 percent of the liquid limit and 19 and 26 percent for
the plasticity index. The plotted points of the Atterberg limit tests are very close to the A-
Line and from this the soil is likely to exhibit properties of both Silts and Lean Clays or in
the case of the TP-2 sample a Fat Clay, but all samples tested are close to the 50 percent area.
The samples were tested for natural densities and moisture contents, so the samples could be
remolded into the testing apparatus for obtaining hydraulic conductivity tests. The results of
the hydraulic conductivity tests show that water moves very slowly through the saturated
samples. The results in the table are provided in centimeters per second and the results range
from 0.0003 to 0.02 inches per day.”
Based on the laboratory testing results, waste characterization of construction debris, and the
arid conditions at the site, it is our opinion that existing soils are suitable as an equivalent
design. As such, the Landfill Facility is requesting approval for an equivalent design.
At closure, the Landfill Facility will use either the standard design outlined in the Rule or the
approved alternative final cover design. The Landfill Facility will continue to monitor gas
quarterly as per the Rule. Design drawings have been attached in Appendix C. At this time,
the groundwater network and program will remain the same.
We are requesting the Division of Waste Management and Radiation Control to review the
information provided and grant approval for use of this disposal cell with equivalent design
to begin accepting and disposing Class IV waste. We appreciate all your efforts on this
matter.
