Box 144820 salt Lake city, uT 841144820 RE: 40 CFR 60 Subparts J and Ja, Semiannual Compliance Report - 2od Ha,lf 2023 Dear Mr. Bird, Attached is Big West Oil LLC's (BWO) semi-annual report for 40 CFR 60 Subparts J and Ja, as required by 40 CFR 60.107(c) and 60.108a(d) for the refinery located in North Salt Lake, Utah. Equipment identified in this report is regulated by Utah Department of Air Quality (UDAQ) Approval Order DAQE- AN101220077-z2datedJanuary 13,2022. Thisreportaddressesoperationsfrom July 1,2023, through December 31,2023, for the following sources: o All affected refinery flares, consisting of the South Refinery Flare and West Refinery Flare. These sources are subject to NSPS Subpart Ja in accordance with Utah PMro and PMz s State Implementation Plan (SIP) Sections IX.H.l.g.v.A and IX.H.1 1.g.v.A, respectively. o The refinery fuel gas system is subject to NSPS Subpart Ja for H2S in accordance with Utah PMlq and PM2 5 SIP Sections IX.H.1.g.ii.A and IX.H.1 1.g.ii.A, respectively. o The Millisecond Catalytic Cracking Unit (MSCC) Regenerator is subject to NSPS Subpart J for all regulated pollutants (CO, SOz, and PM) per the 2013 BWO Consent Decree. Refinerv Flares: The South and Westprocess flares serve all process units in the refinery and are subject to 40 CFR 60 Subpart Ja. Each flare is subject to the following Work Practice Standards: o $60.I 03a(h): 162 ppm H2S on a 3-hour rolling average; r $60.103a(c)(l)(i): 500 lb SOz emitted from a flare in any 24-hour period; . $60.103a(c)(l )(ii): Discharge to a flare in excess of 500,000 scf above the baseline in any 24-hour period. This report addresses the standards at $60.103a(cXlXi) and (ii). During the reporting period, there were no flaring events that required completion of Root Cause Analysis and Corrective Actions Analysis per $60.103(c)(1)(i)or(ii). DetailsofanyexceedancesoftheHzS3-hourrollingaveragelimitareincluded in the quarterly State Electronic Data Reports (SEDR) submitted to UDAQ for purposes of UAC R307- 170-9 and are therefore not addressed in this report. Amine Unit/Refinerv Fuel Gas Svstem: BWO's Amine System/Refinery Fuel Gas System is subject to requirements within 40 CFR 60 Subpart Ja. In accordance with Utah PM2 s SIP Section IX.H.l I (g)(ii)(A), BWO shall comply with specified B-2-10122 applicable requirements within 40 CFR 60 Subpart Ja for HzS content within refinery fuel gas. This includes the following limits (within $60.102) and work practice standards (within $60.103): o $60.102a(g)(l)(ii): 162 ppmvd on a 3-hour rolling average basis; o $ 60.102a(g)(1)(ii): 60 ppmvd on a 3 65-day rolling average basis (same citation as 3 -hour rolling average limit). . $60.103a(c)(2): each exceedance of the 162 ppmvd HzS limit if the SO2 discharge to the atmosphere is 227 kg (500 lb) greater than the amount that would have been emitted if the emissions limits had been met during one or more consecutive periods of excess emisions or any 24-how period, whichever is shorter. During the reporting period, there were no events that required completion of Root Cause Analysis and Corrective ActionsAnalysis per $60.103a(c)(2). Details of any exceedances of the emissions limits at $60.102a(g)(l[ii) are includedin the quarterly SEDRs submittedto UDAQ forpurposes of UAC R307- 170-9 and, therefore, are not addressed in this report. MSCC Reqenerator: BWO operates the MSCC Regenerator, which is subject to 40 CFR 60 Subpart J for PM, CO, and SO2. The MSCC is subject to the following emissions limits and work practice standards: o $60.102(a)(l): 1.0 lb PN,{/1000-lb coke bum; e $60.102(aX2): 30o/oopacity on a six-minute average, except for one 6-minute reading per hour; o $60.103(a): 500 ppmvd CO on a one-hour average; o $60.104(b)(1): 50 ppmvd SO2 on a7-day rolling average; o $60.104(d): A minimum of 22 valid days of data shall be obtained per 30 rolling successive calendar days when complying with $60.104(bX1).o $60.105(a)(13): Additional monitoring requirements if insufficient valid monitoring data is available for purposes of $60. I 04(d). This report addresses any deviations for the SOz limit at $60.104(bXl) and to the monitoring work practice standards at $60.104(d) and $60.105(aXl3). Evaluation for compliance with the PM limit established in $60.102(a)(1) is determinedvia performance testing. This performance test was conducted on December 15,2023, and is included in BWO's 2nd Semiannual Consent Decree (CD) Report for2023 submitted to UDAQ. The pertinent information was uploaded to the EPA's Electronic Reporting Tool (ERT) on January 24,2024, under the report name "63.1575(K)(l ) Results of the Performance Test." Details of any exceedances of the limits at $60. 102(aX2), $60.103(a), and $60.104(bxl ) are included in quarterly SEDRs submitted to UDAQ for purposes of UAC R307-170-9 and are excluded from this report unless noted otherwise. Alimment with State Quarterlv Reports: Monitoring systemperformance for all regulated continuous emission monitoring systems (CEMS) and continuous opacity monitoring systems (COMS) for the following sources and pollutants are reported per $60.7(c) and R307-170-9 as part of the SEDRs submitted to UDAQ: o South Flare (H2S, Total Reduced Sulfur); r West Flare (H2S, Total Reduced Sulfur); . MSCC Regenerator (SOz, CO, 02, and Opacity); o Amine System/Refinery Fuel Gas System (HrS). These reports also address all CEMS and COMS downtime, cylinder gas audits (CGAs), and relative accuracy test audits (RATAs). BWO has submitted SEDRs for the 3.d and 4th Quarters of 2023.
