I was the one that submitted the application for Blue Diamond and getting you the information you need to process our Small Source
Exemption.

I do have a quick question – I went on the DAQ website and found most of the emission calculations – but I don’t see anything for thecyclones. Do you know where I could find something for that?

Thanks for reaching out. The DAQ doesn't have a cyclone specific emission calculation spreadsheet so Blue Diamond Proppants will have to do their own
cyclone emission calculations. If there is a baghouse or alternative control device associated with the cyclone, that control efficiency should be considered
in the cyclone calculations.

Ok, thank you for that information.

The cyclones we have are wet slurry cyclones. We are wet processing plant. We don’t have a baghouse or vacuum process. Do you
still need the emissions for that?

We’re also questioning the haul roads – we only haul in the mine. We’re mining within 2000ft of the mine – and all our hauling is inside
the mine in haul trucks. We don’t haul on public roads. Does this still need to be done? The reason I am asking – is our haul road
numbers we’re putting in for the haul loads/truck weight – are “redding” and I am assuming there is a ton’s limit on public roads so that iswhy it is alerting me to something is wrong.

Hi Cortney,
To answer your questions:
If the aggregate is saturated during processing it is safe to assume emissions are negligible. To avoid confusion, make sure to note what parts of
your process are wet vs dry in the additional information you submit.
There will not be emissions associated with haul roads/ sources that are underground. However, based on Google Earth images it seems like there
are some above ground haul roads or loader routes at the facility. Make sure to include emissions from these in your submission. You're correct
that the weight limit that triggers the red highlight in the DAQ haul road spreadsheet is based on the public road vehicle weight limit. You can ignore
the red highlight in the emission calculation spreadsheet if the trucks are not driven on public roads.

2. Bodies of water: the ones on site are IWM’s (Integrated Water Management) landfill where waste soil from the rigs is placed – NOT BDPs. The
pond to the East of the plant is owned by Javelin Oil – also NOT BDPs

Hey Cortney,
Thanks for calling earlier today. To answer your question in writing, yes, to qualify for a Small Source Exemption (SSE) the facility wide emissions of each
individual criteria pollutant must be under 5 tpy. Criteria pollutants are defined as Sulfur Dioxide (SO2), Carbon Monoxide (CO), Nitrogen Oxides (NOx),
Particulate Matter (PM10), Ozone (O3), and Volatile Organic Compounds (VOCs). In addition to the 5 tpy threshold for criteria pollutants there are lower
SSE thresholds for Hazardous Air Pollutants (HAPs). However, the only HAP emitting equipment that we've discussed is your engine which shouldn't
exceed the HAP limits.
SSE thresholds are defined in Utah Administrative Code R307-401-9 (attached). The limits can also be viewed on the SSE application form.
If Duchesne Sand Mine exceeds the SSE limits with the corrected inputs let me know and we can set up a meeting to talk about next steps. Feel free to

Attached is the updated application. We were waiting on the emissions for the generator.

From my understanding: all NOx has to be under 5 (combined), all PM10 has to be under 5 (combined) all PM2.5 has to be under 5
(combined), correct?

images, I see significantly more than 5 acres of disturbed area and 500 ft of haul roads (see attached screenshots).
3. Can you provide a reference for the engine NOx emission rate of 5.9 g/hp-hr? If the engine is Tier 4 certified the emission rate should be lower. I've
attached a guidance document that includes emission factors for diesel engines based on their Tier certification and hp. Please update the engine
emissions accordingly. It would be ideal to have the engine specification sheet as well.

EPA Tier emission standards are listed in Table 1. The engine is between 600 and 750 hp so the values you're looking for should be on the second page
of Table 1 (page 5 of the document).

2. The google image is of the full IWM property. Blue Diamond is only on a small portion of that property as IWM still runs their own
facility and should have their own emissions plan. That disturbed area was before Blue Diamond came to this property. I have
Logan working on the google earth images for you at this very moment and will get them to you as soon as I get them back fromhim.

Below is the general region of our entire area, including disturbed and haul. The stuff on the map that is already disturbed is IWM. The
distance on the map is the general haul length – I have adjusted the haul road length up to 600ft for wiggle room – but we will not behauling the entire length.

2. According to 7/7/24 Google Earth imagery there is some preexisting equipment at the site including tanks on the northern side of the disturbed
area. Does Blue Proppants own and operate this equipment? Is the equipment operated by IWM?
3. How does Blue Diamond Proppants access the sand mine? Do haul trucks drive through IWM property or is there an alternative way to access the
site?

area. Does Blue Proppants own and operate this equipment? Is the equipment operated by IWM?
1. That is not Blue Diamond Equipment and the tanks are not there anymore, old imagery. IWM does have some of their own equipment yes.
3. How does Blue Diamond Proppants access the sand mine? Do haul trucks drive through IWM property or is there an alternative way to access the
site?

trucks do not leave the site. – It is a not a separate entrance, it is a differentiating direction. It is a pre-existing gravel road that we did not put in, we’re
just utilizing it. There are signs indicating which direction for which company – I have Alvin getting me that phone, I will send when I get it.

1. The exact storage pile acreage (it rounded to 2 acres in the PDF of the storage pile emission calculation spreadsheet)
2. An aerial photo of the facility with the property boundary, disturbed area, haul roads, and storage piles marked. Based on 7/7/2024 Google
Earth images, I see significantly more than 5 acres of disturbed area and 500 ft of haul roads (see attached screenshots).
3. Can you provide a reference for the engine NOx emission rate of 5.9 g/hp-hr? If the engine is Tier 4 certified the emission rate should be
lower. I've attached a guidance document that includes emission factors for diesel engines based on their Tier certification and hp. Please
update the engine emissions accordingly. It would be ideal to have the engine specification sheet as well.

Thanks for calling earlier today. To answer your question in writing, yes, to qualify for a Small Source Exemption (SSE) the facility wide emissions
of each individual criteria pollutant must be under 5 tpy. Criteria pollutants are defined as Sulfur Dioxide (SO2), Carbon Monoxide (CO), Nitrogen
Oxides (NOx), Particulate Matter (PM10), Ozone (O3), and Volatile Organic Compounds (VOCs). In addition to the 5 tpy threshold for criteria
pollutants there are lower SSE thresholds for Hazardous Air Pollutants (HAPs). However, the only HAP emitting equipment that we've discussed is
your engine which shouldn't exceed the HAP limits.

SSE thresholds are defined in Utah Administrative Code R307-401-9 (attached). The limits can also be viewed on the SSE application form.

If Duchesne Sand Mine exceeds the SSE limits with the corrected inputs let me know and we can set up a meeting to talk about next steps. Feel

1. What are typical site operating hours? If the engine only operates 1,000 hours per year (~3.8 hours per business day) what powers the plant the
remainder of the time?
2. How is sand extracted in the mine? Are drilling and blasting involved?
3. What is different about the subsurface sand? The facility is located in the desert where sand on the surface is readily available.
4. When in the process is water applied to the sand? What processes take place before the sand is saturated?
5. When in the process is the sand dried? Are there material transfer points or other processes that take place after the sand is dried?
6. Where does Blue Diamond source the water used in their operations?

already in our emissions plan. The road that is south of the plant was already there and is a secondary access point that was installed by the
landowners. We are just ulizing it. But we are not the only ones that use it.

remainder of the time? We are a seasonal operation; we only operate during the summer hours. Our primary source of power is line power from
Moon Lake Electric. The generator is only backup
2. How is sand extracted in the mine? Are drilling and blasting involved? Drilling and blasng are not involved. Sand is extracted with an excavator
and a haul truck by a third party company.
3. What is different about the subsurface sand? The facility is located in the desert where sand on the surface is readily available. There is no
difference with the subsurface sand, we do extract the sand that is on top. This is not a deep benched mine, we are only taking the top layer.
4. When in the process is water applied to the sand? What processes take place before the sand is saturated? The water is applied immediately
upon entering the plant. Mining is the only operaon prior to the plant
5. When in the process is the sand dried? Are there material transfer points or other processes that take place after the sand is dried? We do not dry
the sand - the sand leaves our facility wet
6. Where does Blue Diamond source the water used in their operations? We purchase water from a neighboring pond.

Aer being out here and actually seeing the site aer the move. Our haul road has changed. There is a cut off that is used for just BDP. I wasn't
aware of this. I have aached our updated haul roads calculaons. This number also includes the haul poron of the site.
My apologies on this. With the addional changes on the haul road for the material leaving the site. We're at 4.95.
Please let me know if you have any addional quesons. Or if there is anything else I can do to complete this poron of our dust plan.

SOURCE INFORMATION
General Description
Integrated Water Management (IWM) operates the Plumb and Arcadia Transfer Station Facilities. For
permitting purposes, these facilities are considered one source, as per the definition in R307-101-2. The
facilities operate under the same SIC code, are under common control, are adjacent to one another
(connected via pipeline), and both stations act as a support facility to the other. Based on DAQ records,
the source elected to group these sites into one source. The Plumb Facility consists of a produced water
injection well and an exploration and production (E&P) landfill. The facility will receive water from the
Arcadia Transfer Station via a pipeline, which will be directly injected downhole using an electric pump.
The Arcadia Transfer Station Facility, located about 8 miles west of the Plumb Facility, receives water
from industry pipelines. All water received is sent to the Plumb Facility. This facility consists of
twenty-five (25) 500-bbl storage tanks for surge capacity, two (2) electric pumps, and two (2)
propane-fired generators.

IWM additionally requested an administrative change to that facility name to correct a typographical
error. The site, previously permitted under "Acadia," was updated to the appropriate "Arcadia."

SECTION I: GENERAL PROVISIONS

I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101]

I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO,
including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to
the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4]

I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107]
I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150]

I.8 The owner/operator shall submit documentation of the status of construction or modification to the Director within 18 months from the date of this AO. This AO may become invalid if construction is not commenced within 18 months from the date of this AO or if construction is discontinued for 18 months or more. II.B REQUIREMENTS AND LIMITATIONS
II.B.1 Source-Wide Requirements
II.B.1.a The owner/operator shall not allow visible emissions from any stationary point or fugitive source
on site to exceed the following opacity limits:
A. Haul Roads - 20%.

B. Propane-Fired Engines - 10%.
C. All other sources - 20%.

II.B.1.a.1 Visible fugitive dust emission determinations shall use procedures similar to Method 9. The normal requirement for observations to be made at 15-second intervals over a 6-minute period, however, shall not apply. Visible emissions shall be measured at the densest point of the plume but at a point not less than 1/2 vehicle length behind the vehicle and not less than 1/2 the height of the vehicle. [R307-401-8]
II.B.1.a.2 Opacity observations of emissions from stationary sources shall be conducted in accordance with
40 CFR 60, Appendix A, Method 9. [R307-201]
II.B.2 Landfill Requirements
II.B.2.a The owner/operator shall limit disposal to the landfill to the following volumes per rolling
12-month period:
A. 46,800 cubic yards of imported soils.
B. 5,200 cubic yards of in-house solids.

II.B.2.a.1 The following definitions apply to the above throughput limits: A. Imported soils consist of material from E&P operations, excavated soils from leaks and spills, and any other solids with potential petroleum hydrocarbons contamination. Imported soils are generated offsite and brought to the onsite landfill for disposal. B. In-house solids consist of tank bottom solids and centrifuge solids generated at other IWM facilities. [R307-401-8]
II.B.2.a.2 The owner/operator shall: A. Determine material disposed at the landfill using billable receipts or scale records.
B. Record the number of loads and volume or weight of disposed material on a
daily basis.
C. Calculate a new rolling 12-month total by the last day of each month using data
from the previous 12 months.
D. Keep the records for all periods the plant is in operation.

II.B.2.b All material placed in the landfill shall be covered on a daily basis. The landfill cover shall be applied as soon as possible to minimize VOCs and HAPs emissions. The landfill cover shall consist of a clean soil layer at least 6 inches thick. [R307-401-8]
II.B.2.b.1 The owner/operator shall maintain the following records related to the application of the landfill
cover. These records shall be maintained on a daily basis for all periods when the plant is in operation.

A. Date and time when cover is placed in landfill.
B. Area of the landfill receiving the cover.

II.B.2.c Imported material shall be placed in the landfill as soon as possible and shall not be stockpiled onsite. If soil stabilization is needed, a staging area may be used for temporary soil storage. Soil stabilization shall be performed on the same day as the material is received. Stabilized soil shall be placed in the landfill immediately after soil stabilization. [R307-401-8] II.B.3 Storage Tank Requirements

except when the ambient temperature is below freezing. Treatment shall be of sufficient frequency and quantity to meet the opacity limits listed in this AO, or as determined necessary by the Director. [R307-401-8]

Screen and wash sand utilizing a t-rex wash plant. Sieving material to 40/140 specs for frac sand.
feed raw sand through grizzly hopper, transfers on to conveyor belt to primary wash screen, collected into sub tanks
with water and transfers over to cyclones which separates the clays from the sand. Sand goes to dewatering screen
transfers to conveyor out to stock pile. Clay is collected into a sump where they dry, clay is then used as back fill.
