The DAQ doesn't have a cyclone specific emission calculation spreadsheet so Blue Diamond Proppants will have to do their own cyclone emission calculations. If there is a baghouse or alternative control device associated with the cyclone, that control efficiency should be considered in the cyclone calculations. The cyclones we have are wet slurry cyclones. We are wet processing plant. We don’t have a baghouse or vacuum process. Do you still need the emissions for that? We’re also questioning the haul roads – we only haul in the mine. We’re mining within 2000ft of the mine – and all our hauling is inside the mine in haul trucks. We don’t haul on public roads. Does this still need to be done? The reason I am asking – is our haul road numbers we’re putting in for the haul loads/truck weight – are “redding” and I am assuming there is a ton’s limit on public roads so that iswhy it is alerting me to something is wrong. To avoid confusion, make sure to note what parts of your process are wet vs dry in the additional information you submit. There will not be emissions associated with haul roads/ sources that are underground. However, based on Google Earth images it seems like there are some above ground haul roads or loader routes at the facility. Make sure to include emissions from these in your submission. You're correct that the weight limit that triggers the red highlight in the DAQ haul road spreadsheet is based on the public road vehicle weight limit. You can ignore the red highlight in the emission calculation spreadsheet if the trucks are not driven on public roads. Hopefully this adds clarity. Please reach out with additional questions. To answer your question in writing, yes, to qualify for a Small Source Exemption (SSE) the facility wide emissions of each individual criteria pollutant must be under 5 tpy. Criteria pollutants are defined as Sulfur Dioxide (SO2), Carbon Monoxide (CO), Nitrogen Oxides (NOx), Particulate Matter (PM10), Ozone (O3), and Volatile Organic Compounds (VOCs). In addition to the 5 tpy threshold for criteria pollutants there are lower SSE thresholds for Hazardous Air Pollutants (HAPs). However, the only HAP emitting equipment that we've discussed is your engine which shouldn't exceed the HAP limits. SSE thresholds are defined in Utah Administrative Code R307-401-9 (attached). The limits can also be viewed on the SSE application form. If Duchesne Sand Mine exceeds the SSE limits with the corrected inputs let me know and we can set up a meeting to talk about next steps. Can you provide a reference for the engine NOx emission rate of 5.9 g/hp-hr? If the engine is Tier 4 certified the emission rate should be lower. I've attached a guidance document that includes emission factors for diesel engines based on their Tier certification and hp. Please update the engine emissions accordingly. To answer your question in writing, yes, to qualify for a Small Source Exemption (SSE) the facility wide emissions of each individual criteria pollutant must be under 5 tpy. Criteria pollutants are defined as Sulfur Dioxide (SO2), Carbon Monoxide (CO), Nitrogen Oxides (NOx), Particulate Matter (PM10), Ozone (O3), and Volatile Organic Compounds (VOCs). In addition to the 5 tpy threshold for criteria pollutants there are lower SSE thresholds for Hazardous Air Pollutants (HAPs). However, the only HAP emitting equipment that we've discussed is your engine which shouldn't exceed the HAP limits. SSE thresholds are defined in Utah Administrative Code R307-401-9 (attached). The limits can also be viewed on the SSE application form. If Duchesne Sand Mine exceeds the SSE limits with the corrected inputs let me know and we can set up a meeting to talk about next steps. The road that is south of the plant was already there and is a secondary access point that was installed by the landowners. We are just ulizing it. But we are not the only ones that use it. If the engine only operates 1,000 hours per year (~3.8 hours per business day) what powers the plant the remainder of the time? We are a seasonal operation; we only operate during the summer hours. Our primary source of power is line power from Moon Lake Electric. The generator is only backup 2. How is sand extracted in the mine? Are drilling and blasting involved? Drilling and blasng are not involved. Sand is extracted with an excavator and a haul truck by a third party company. 3. What is different about the subsurface sand? The facility is located in the desert where sand on the surface is readily available. There is no difference with the subsurface sand, we do extract the sand that is on top. This is not a deep benched mine, we are only taking the top layer. 4. When in the process is water applied to the sand? What processes take place before the sand is saturated? The water is applied immediately upon entering the plant. Mining is the only operaon prior to the plant 5. When in the process is the sand dried? Are there material transfer points or other processes that take place after the sand is dried? We do not dry the sand - the sand leaves our facility wet 6. Where does Blue Diamond source the water used in their operations? We purchase water from a neighboring pond. The landfill cover shall be applied as soon as possible to minimize VOCs and HAPs emissions. The landfill cover shall consist of a clean soil layer at least 6 inches thick. [R307-401-8] II.B.2.b.1 The owner/operator shall maintain the following records related to the application of the landfill cover. These records shall be maintained on a daily basis for all periods when the plant is in operation. A. Date and time when cover is placed in landfill. B. Area of the landfill receiving the cover. [R307-401-8] II.B.2.c Imported material shall be placed in the landfill as soon as possible and shall not be stockpiled onsite. If soil stabilization is needed, a staging area may be used for temporary soil storage. Soil stabilization shall be performed on the same day as the material is received. Stabilized soil shall be placed in the landfill immediately after soil stabilization. [R307-401-8] II.B.3 Storage Tank Requirements II.B.3.a The owner/operator shall keep the storage tank thief hatches and other tank openings closed and sealed any time that there is liquid stored in the tanks, except during tank unloading or other maintenance activities. [R307-401-8] II.B.3.b At least once each month, the owner/operator shall inspect each closed vent system (including tank openings, thief hatches, and bypass devices) for defects that could result in air emissions. [R307-401-8] II.B.3.c The owner/operator shall only load the storage tanks using submerged loading. Treatment shall be of sufficient frequency and quantity to meet the opacity limits listed in this AO, or as determined necessary by the Director.
