In order to initiate Division-wide use of this system, the most recent AO for Sandy City Animal Services, Pathological Incinerator, DAQE- 0122-93 dated February 19, 1993, will be updated into this database. There were no changes to the content of the permit, just adjustments to the organization of the permit. Salt Lake County is a nonattainment area of the NAAQS for PM10 and SO2, and is a maintenance area for ozone. NSPS, NESHAP, and MACT regulations do not apply to this source. The potential emissions, in tons per year, will remain as follows: Particulate=0.31 , PM10 = 0.22, NOx = 0.12, SO2 = 0.00, CO= 0.00, VOC = 0.00, Aldehydes=0.00 This air quality AO authorizes the project with the following conditions and failure to comply with any of the conditions may constitute a violation of this order. [R307-401-8] The owner/operator shall use only natural gas as a primary fuel and liquid petroleum gas as a backup fuel in the incinerator. [R307-401-8] The owner/operator shall install, calibrate, maintain, and operate a continuous monitoring system on the incinerator stack for measuring the opacity of emissions. The opacity monitor shall be installed so as to trigger an alarm to signal the operator that the stack emissions have exceeded 20% opacity. At the signal of the alarm, the operator shall shut off the primary chamber burner for a minimum of 3.5 minutes; and the burner shall remain shut off until stack opacity drops below 20% opacity. The operator shall remain within audible range of the incinerator alarm during the entire time period in which the incinerator is in operation. I noticed the annual emissions on your approval order (AO) are really low. It's likely you would qualify for a Small Source Exemption (SSE) which would exempt the facility from the annual fees associated with your permit and periodic compliance inspections. You can learn more about SSEs here: https://deq.utah.gov/air-quality/new-source-review-exemptions-from-permitting-air-quality And you can apply for a SSE here: https://utahgov.co1.qualtrics.com/jfe/form/SV_3t4JtgzRudum7l3 Let me know if you're interest and please reach out with any questions. It has been on mind to complete for months now...and something always seems to pop up to demand immediate aenon when I sit to address the form. I followed the link and hope I completed it as needed. I did not have any burn or emissions to record for the past year, so that info is not exisitent. I do not know if that presents a problem. But the form allowed me to submit it. Let me know what more I need to do. What is the heat input rate (MMBtu/hr) of your incinerator? And what is a conservative estimate for the incinerator's annual hours of operation? Let me know. Thank you! We're all set with your emission estimates now. Just two more quick action items: 1. Is 8715 South 700 West Sandy, UT 84070 the best billing address for the facility? If not, what is? 2. As part of processing your Small Source Exemption (SSE) I'll have to cancel your current Approval Order. Could you fill out the permit revocation request link below? https://utahgov.co1.qualtrics.com/jfe/form/SV_0OFm4bCnka4CQVo Once you send in the revocation request I'll be able to move forward with your SSE. Feel free to reach out with any questions or give me a call at (385) 707-7669. Thanks! The specifications plate you provided includes enough information to move forward with your Small Source Exemption (SSE) status. However, to continue with the application process you'll need to submit a revocation application for your current Approval Order (AO). The revocation application will be processed in conjunction with the SSE application. You can submit a revocation request at this link. Let me know if you have any questions. In your request you say that the incinerator is no longer serviceable or operable. If this is the case, would you like to continue replacing your AO with a Small Source Exemption (SSE) or should I cancel the SSE project? Let me know how you would like to proceed.
