I. WORK OBJECTIVE A program of groundwater monitoring and other remedial actions have occurred at the site since 1996. In an effort to better evaluate impacts from the in-place petroleum contamination, the DERR initiated an indoor air vapor study at the Brent Redd site and the Monticello Inn, a third-party structure overlying the dissolved-phase plume migrating from the Brent Redd release site. The indoor air study by the DERR, November 2023, indicated that ambient air benzene concentrations in the Monticello Inn were above DERR established levels. The DERR wishes to continue additional air studies to establish a data set for decision-making. The work objective is to hold a project scoping meeting with the DERR project manager, and to prepare a work plan and price for three quarterly air sampling events at the Brent Redd site and the Monticello Inn. Each event shall occur in conjunction with or near the scheduled quarterly groundwater monitoring events, of DERR-approved Work Assignment GZQ-57, and include the placement, sampling and analyses of six Summa TM canisters, and the sampling and analyses of two, sub-slab vapor monitoring points (VMP), VP-land VP- 2, and project reporting. The work plan price should provide an estimate of costs for the implementation of the work plan, itemized per task. Each stage of the work plan should be identified as a specific task or sub-task. Work performed under each task or sub-task shall not commence without prior approval from the DERR. II. TASKS The DERR has identified the following tasks: A. Attend a project scoping meeting with the DERR project manager. B. After the DERR meeting, provide a work plan and price for the following work at the Brent Redd site and the Monticello Inn: 1. At the Monticello Inn place five, 6-liter capacity SummaTM canisters, with three to be placed in the ground-level living quarters, and two to be placed in the crawl space beneath the structure. The manner of placement and locations shall be the same as the November 2023 work, if possible. Additionally, place a 6-liter capacity SummaTM canister outside of the Monticello Inn, near the north side of the building for testing. Collect 24-hour air samples and have the samples evaluated for VOCs and MBTEXN using Method TO-15. 2. At the Brent Redd site and the Monticello Inn, sample installed VMPs, VP-1 and VP-2. Collect 5-minute air samples from each VMP, using a 1-liter capacity SummaTM canister, and have the samples evaluated for VOCs and MBTEXN using Method TO-15. 3. Provide a report of findings. Requested information shall include a discussion of the vapor monitoring program to date, including historic vapor monitoring results. Recordation of the barometric pressure and dewpoint of the test dates for Monticello, SummaTM canister placement and sampling techniques, VPM sampling techniques, renderings of the buildings' layouts and sample collection points. Report the vapor sampling results compared to the DERR Sub-Slab Commercial Risk Based Screening Levels for the service station building, and the DERR Sub-Slab Residential Risk Based Screening Levels for the Monticello Inn. Cost: $1,000.00 III. PRICE AND PAYMENT SCHEDULE A. The expense to the DERR for completing this work assignment shall not exceed $1,000.00, including administrative costs, contract management, project management, and other associated costs. B. Payment requests shall be submitted when tasks are completed, as outlined in the attached Deliverable and Payment Schedule. IV. SCHEDULE FOR COMPLETION OF WORK AND REPORTING REQUIREMENTS A. The DERR has set a deadline of March 14, 2024 for Terracon to attend a project scoping meeting. B. Terracon shall submit a work plan and price for Task B, by April 5, 2024. Terracon will provide a final work plan and price within 4 days of receipt of any DERR comments.
