Your Notice of Intent dated April 18, 2025, to relocate portable concrete batch plant equipment to
the temporary project for Geneva Rock Products’ Payson Concrete Batch Plant located at 1600
North Main Street, Payson, Utah, was received by the Utah Division of Air Quality (DAQ) and
has been reviewed.
The following equipment has been approved for operation for this temporary project:
Cemco 125 cubic yard per hour mobile concrete batch plant
Wisperwatt 70 KVA diesel generator
The State of Utah has permitted portable equipment for Geneva Rock Products on the Approval
Order (AO) DAQE-AN110420003-21 dated March 17, 2021. This location is a permanent
permitted facility with established production limits. All equipment operating at this site must be
in accordance with the current AO DAQE-AN131400004-18 dated January 31, 2018. The total
production of concrete from all temporary projects when combined with the permanent
equipment’s production cannot exceed the 12-month rolling limits as per Condition II.B.1.c of this
AO. As per Condition II.B.3.c of your portable equipment AO, the equipment shall operate only
between 6:00 am and 10:00 pm each day. The hours of operation may be altered upon approval of
the director; however, any request for a change in these hours shall include modeling showing that
all National Ambient Air Quality Standards (NAAQS) are met.

Approval is granted to relocate and operate this equipment at the new location for a period not to
exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the
operation of equipment at this temporary site may be for up to 180 working days in any calendar
year not to exceed 365 consecutive days, starting from the initial relocation date. Approval is
subject to the conditions of the dust control plan submitted for this location and the applicable
conditions of the above referenced portable AO. Hours of operation shall be held to 16 hours each
day. The maximum production rate shall be held to the requested 125 cubic yards per hour.
The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary

information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hi Susan,
A few weeks ago, I submi ed a TRP for a mobile concrete batch plant for Geneva Rock in Payson, UT. This is the
project we're hoping to get approved for 24-hour opera on.
We’re currently modeling the plant to determine whether it exceeds the Significant Impact Level (SIL), but it will likely
take a few more weeks to finalize. In the mean me, would you be able to issue the TRP with the standard restricted
opera ng hours of 6:00 AM to 10:00 PM? This would allow us to begin produc on while we complete the modeling.
Once we’re able to demonstrate that the plant is below the SIL, we’ll submit a request for 24-hour opera on.
