Danielle and John,
This is in reference to attached Plan Approval.
It has come to our attention regarding a sanitary line size change required for the IPP Renewed facility. The originally-
sized sanitary lines (6”) have already been already installed underground and backfilled. As Kiewit has evaluated the
revised line sizing (3”) and routing, the desired path forward is to abandon-in-place these already installed lines (but not
before disconnecting them from their respective source/destination at either end to preclude sanitary waste from entering
the pipe) and install new sanitary lines. With this design, there will be a portion where the sanitary line is routed above
potable water pipe in a crossing instance. Kiewit has reviewed Utah Administrative Rule R309-550-7 where it offers
guidance on protection of potable water lines routed beneath sanitary lines, but in this design instance the sanitary pipe
would cross above the potable water pipe.
Kiewit would like to review for acceptance the following proposed design for the instances in which the new underground
sanitary line is routed above the previously installed potable line.
Proposal: In the instances where a sanitary line is routed above the previously installed potable water line, Kiewit would
install a 6” PVC sleeve over the 3” sanitary pipe (HDPE SDR 11) which shall extent no less than 10 feet beyond either
side of the point of crossing. Our preference would be to use a PVC sleeve for the installation for these lines, with a
secondary option being a 6” HDPE SDR 21 sleeve. The sanitary line will be a pressurized pipe as it is being pumped from
a lift station and the potable water pipe is a pressurized line from the facility booster pump.
This is a high priority to review and discuss in order to minimize the construction impacts. If you have any direct
questions, please let Paul Novogoratz or myself know. Additionally, Kiewit would be available for a call this week or early
next week to answer any questions. I have attached the instances where this revised sanitary routing would be required to
be routed over an existing installed potable water line as well as a diagram of the 10ft sleeve extending in each direction
from where a sanitary and potable water cross would occur.

For the Certification of Rule Conformance (checklist item #1) for the Potable Water Operating Permit, can you confirm if
the Utah DDW has a preferred form for Kiewit to fill out, or if it is typical to just use a standard company letter head for this

Hi Logan,
We do not have a form and you are correct that it is typically a standard company letterhead. It's preferred that any major
redlines to the project after plan approval was received are called out in the letter.
Please also note the four sets of water quality data that is required as well with the operating permit. Further, I would like
to conduct a final inspection of the facility before issuing an operating permit. John will probably also like to join. If you are
at the point where a final inspection is possible let us know and we can start coordinating.

Construction is still on-going, so I would recommend potentially mid/end-May is realistic for the final inspection walkdown
for the potable water treatment process. Over the next month our team will continue to stay in touch as it gets closer to
submitting the paperwork for the Operating Permit. The on-site contacts will be Brittany James
(brittany.james@kiewit.com) and Lance Batts (lance.batts-ptr@ticus.com). Lance will be the primary contact for the onsite
final inspection while Brittany will be the primary contact who will be submitting the formal documentation for the
Operating Permit.
Regarding your note the four sets of water quality samples, can you confirm your expectation on this? Is it the same
potable sample location taken four different days, or are you expecting the same day but four different locations at the
facility?

For the four sets here is the language that was included in the operating permit checklist at the very end of the plan
approval letter: Four sets of raw and treated water samples will be analyzed for arsenic, pH. Additionally, the chlorine
residual of the treated water will be measured. Each of the sets will be collected on separate calendar days.
And sounds good. I will look for future emails.

I'm currently on site at IPP Renewed in Delta, Utah, and will be your primary point of contact for the Potable Water
Opera ng Permit. I wanted to provide you with an update on the scheduled flushing dates. See below with what we
have currently planned:
Initial flushing - 8.26
Chlorination flush - 9.2
Prior to issuing the permit, would you like to conduct a final inspec on of the facility? If so, please let me know when
you prefer to conduct the inspec on before the chlorina on flush.
I will be in touch as the September 2nd date approaches with any further updates.

Thank you for the update. I would like to come conduct a final inspection on the facility. Right now I have availability
August 12, 13, 19, 20, 21, and 22. I would be able to make it to the plant around 11 am or later any of those days.
Do you have a timeframe for collecting the raw and finished water samples for the operating permit request? Will that be
after the chlorination flush?

Thanks for taking my call. As discussed, today is my last day on IPP and Kylie Alejos, cc'd, will be your new point of
contact for site related items. October 1st will be somewhat early as we want to let you walk down the system as
close to comple on as possible. We are holding October 14th for the chlorina on flush, so the week of October
7th would be best for you to walk the system. You men oned having previous commitments on the 7th and 8th so
Kylie will work with you on the exact date of your walk.

Yes I also need to double check the approved plans on the finished water tank to see if it has an internal overflow or else that will need an exception as well. Also if the tank was originallysupposed to be inside there may be an issue with the exception for the hatch.

So from the drawings (pg. 723 of submittal) I assume one of the internal standpipes is the overflow. Whichever line coming out of the tank is the overflow line will also need the 12-inches
of clearance and a #4 screen. It looks like there is no access hatch on top so the exception for the shoebox style lid would still be valid. Can you confirm that there is not a hatch on top ofthe tank?

In your image below, the overflow is nozzle D2 (near the top of the tank), however, the design changed slightly since the application was submitted. The drawing for the final tank design is atta

This will also require an exception that we can issue with the operating permit so that they do not get deficiencies during surveys. Please follow the process here to request an exception to thewater/exceptions-to-rule-requirements. The rules to reference are R309-545-13 and R309-545-10(d)
Also yes I confirm my comments about the hatch exception are complete.

To follow up on both bullet points 2 & 3 listed on the Checklist for Issuing Operating Permits, please be advised there are no as-built changes to the system drawings thatyou require additional documentation or if we can progress forward with these two requirements satisfied.
Additionally, during your site walk we discussed the need to clarify that the overflow and drain for the Potable Water Tank had a bird screens installed. Please see the attasufficient.
Finally, to answer your previous question on timeline, we intend to chlorinate the system, perform required testing, and submit final documentation for the operating perm

Sorry I must have also misunderstood Patrick's response to my review comment back in May 2023.
This will also require an exception that we can issue with the operating permit so that they do not get deficiencies during surveys. Please follow the process here to request an exception to water/exceptions-to-rule-requirements. The rules to reference are R309-545-13 and R309-545-10(d)
Also yes I confirm my comments about the hatch exception are complete.

Please see the attached Water Quality Data and Sample Reporting for the chlorination and testing of the new potable
water system at the IPP Renewed Power Project.
Our understanding is that this should be the final portion of the operating permit submittal for the system. Just a reminder,
TIC is the General Contractor for the project and has placed the system in service. However, IPP is the end user, and the
operating permit will only belong to them.
Let me know if there is anything else that you need from us at this time.

I am waiting on our source inorganics manager to confirm the arsenic sampling results. Another thing to note, we’ve
changed our exception request process since the request was sent in. I will fill out the form with the information provided
previously and send to IPP for approval.
I am in St. George for the WEAU conference and sanitary surveys this week but I believe I’ll have time to get that handled
in between.

However, I can't issue the operating permit unless this exception goes through. I am ok to wait on it if you want to add to
an air gap before the operating permit. The other option is to sign it, get the operating permit, then we can resolve the
exception once the air gap is there.
