Dear Brandon Mason:The Division of Drinking Water (the Division) received the plans and specifications for theequipping of the Blue Sky Ranch Well REPL-1 (WS004) from your consultant,Randall
Vickers, P.E., of Meridian Engineering on February 26, 2024. Review comments were sent back to your consultant on March 21, 2024. Additional details to satisfy the review comments were
received on March 25, 2024. The Division issued Plan Approval for drilling the Blue Sky Ranch Well REPL-1 (WS004) on August 31, 2023.
Our understanding of the project is to equip the Blue Sky Ranch Well REPL-1 (WS004) which, after being equipped, will replace the Blue Sky Ranch Well (WS001). The yield of the existing
Blue Sky Ranch Well (WS001) has significantly decreased compared to when it was first drilled. The replacement well was drilled to a depth of 1330 feet below ground surface (bgs). The
Blue Sky Ranch Well REPL-1 (WS004) was step-tested at 45 gallons per minute (gpm), 55 gpm, and 65 gpm. A constant-rate test was conducted at 44 gpm and reached a stabilized drawdown.
The Blue Sky Ranch Well REPL-1 (WS004) will be equipped with a pitless adapter and a Grundfos submersible pump capable of 44 gpm. The replacement well will be connected to the existing
well building and the existing discharge piping currently used by the Blue Sky Ranch Well (WS001). The water Blue Sky Ranch Well REPL-1 (WS004) will also be treated by the existing Iron
Removal Filters (TP001).
We have received the following information for the Blue Sky Ranch Well REPL-1:
Certification of well seal completed by John Brown of Loughlin Water Associates dated December 22, 2023.
Well Construction Report submitted by Bill Loughlin of Loughlin Water Associated dated March 21, 2024.
Well driller’s report (well log).
Aquifer drawdown test results (step drawdown test and constant-rate test).
New Source Chemical Analyses of the well water.
Plans and specifications for equipping the well.
Pump information.
Pitless adapter information
We have completed our review of the plans and specifications, stamped, and signed by Jay Randall Vickers, P. E., and dated February 22, 2024,and find they basically comply with the applicable
portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for equipping the Blue Sky Ranch Well REPL-1 (WS004)are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before the Blue Sky Ranch Well REPL-1 (WS004) may be put into service. A checklist
outlining the well approval process, including the items required for issuing an operating permit for this well is enclosed for your information.
The anticipated equipped well pump capacity of the Blue Sky Ranch Well REPL-1 (WS004) is 44 gallons per minute (gpm). The safe yield of the Blue Sky Ranch Well REPL-1 (WS004) is rated
at 29 gpm, which is calculated based on two-thirds of the constant-rate aquifer drawdown test results at 44 gpm. The safe yield of 29 gpm is the basis for determining the maximum number
of connections that the Blue Sky Ranch Well REPL-1 (WS004) can serve.Approvals or permits from the local authority or county may be necessary before beginning construction of this project.
As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division.
We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
