Subject:Exception to R309-550-7(1) Minimum Separation Requirements for S Curve Senior Subdivision; Bona Vista Water District, System #29004, File #13609
This letter is not Plan Approval for construction.
Dear Blake Carlin:
On March 29, 2024, the Division of Drinking Water (the Division) received your requestfor an exception to Rule R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers
and Other Pollution Sources for S Curve Senior Subdivision. This rule states specifically that the horizontal distance between pressure water mains and sanitary sewer lines shall be
at least ten feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer line.
Background Information
The S Curve Senior Subdivision is located at 2850 West 2699 North in Weber County, Utah. The project consists of 25 lots. The groundwater table is shallow in the area due to irrigation
canals near the property. The sewer main and laterals will be installed in PVC pipe. The water main is a new 8-inch diameter PVC pipe, and the laterals will be copper pipe. Construction
is intended to begin in the early months of 2024.
Exception Request
The basis for your request for an exception to R309-550-7(1) is that due to the proximity of the proposed sewer and elevation constraints, several 1-inch diameter drinking water laterals
will not have the required vertical separation from the sewer laterals. You propose to sleeve the 4-inch diameter sewer laterals in 6-inch diameter PVC SDR35 casings and the 1-inch
diameter drinking water laterals will be sleeved in 4-inch diameter PVC SDR35 pipe casings to meet the intent of the rule. All casings will be installed at a length of 10 feet perpendicular
to the sewer crossing.
On this basis, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for S Curve Senior Subdivision.This
exception may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.
