RE:Inspection Observation - Santaquin City Solid Waste Landfill

Dear Mr. Callaway:
On March 06, 2025, representatives of the Division of Waste Management and Radiation Control (Division) conducted an inspection (DSHW-2025-001344) at Santaquin City Solid Waste Landfill
Class IVb. The scope of the inspection was to determine compliance with the Utah Solid and Hazardous Waste Act, Utah Administrative Code R315, and Santaquin City Solid Waste Landfill
Permit (DSHW-2008-003978).
The purpose of this letter is to inform you of opportunities for improvement identified by the inspectors, as detailed below.Utah Administrative Code R315-305-5(2)requires“The owner
or operator of a Class IV or VI Landfill shall prevent the disposal of unauthorized waste by ensuring that at least one person is on site during hours of operation …”
Observation: Unauthorized waste disposal at the landfill, including free liquids, is a concern. Additionally, due to the lack of staff presence when the gate is open, you were unable
to provide random inspection records.
Recommended Action: Please Ensure that a staff member is always present on-site while the facility gate is open. Additionally, maintain records of random inspections, covering a minimum
of 10% of incoming loads, as required by Utah Administrative Code R315-302-2(3).Part II – 2.4.2 8 of Santaquin City Solid Waste statesthat “Yard Waste is buried on an active disposal
cell and covered with six inches of soilas needed to prevent a fire hazardObservation: A staff member confirmed that green waste is currently being burned at the facility.
Recommended Action: Please confirm with the Air Quality Division whether a permit is required for this activity if you intend to continue. If a permit is not obtained, follow the instructions
outlined in the existing permit and ensure that the waste is properly buried in the landfill cell.
Utah Administrative Code R315-303-3(2)(a) “The direct disposal of high liquid wastes in landfill cells is prohibited unless the owner or operator implements appropriate measures described
in a high liquid waste management plan approved by the director and included in the plan of operation…”
Observation:Free liquids are being accepted at the landfill without knowing their composition or nature. Potentially Hazardous waste.
Recommended Action: Please If your facility is interested in continuing to accept free liquids, ensure that a chemical composition analysis is provided before disposal. Additionally,
submit a request for a modification to your current Plan of Operation for approval.
In order to meet the requirements of the Utah Solid and Hazardous Waste Act, please implement the recommended actions as outlined above.
