HomeMy WebLinkAboutDDW-2024-007060 April 5, 2024 Mike Jay Rau Central Utah Water Conservancy District 1426 East 750 North Suite 400 Orem, Utah 84097 Subject:Operating Permit, Reservoir Installation, 15 MG North Shore Term Reservoir Phase II (ST005); Central Utah Water Conservancy District – Utah Valley, System #25112, File #12687 Dear Mike Jay Rau:The Division of Drinking Water (the Division) received a request for an Operating Permit for the 15 Million Gallon (MG) North Shore Terminal Reservoir Phase II Installation from you on April 1, 2024. The Division issued Plan Approval for this project on September 13, 2021. Our understanding of the project includes the following: Installation of new 15 MG buried, reinforced, concrete reservoir identified as Cell 3 is complete. Inlet and outlet valve vaults; reservoir inlet, outlet, underdrain, drain, overflow, and washdown piping. The inlet flow rate at buildout is anticipated to be 70,000 gallons per minute (gpm). Each reservoir cell has a 42-inch diameter overflow (the existing Cells 1 and 2 have a shared overflow weir wall with a single 42-inch diameter overflow pipe). The system is designed so that at least two cells are always in operation so there will be at least two, 42-inch diameter overflow pipes available to handle the overflow. Each overflow pipe has a capacity of 53,000 gpm, so the overflow capacity exceeds the maximum inlet flow rate through project buildout. The 15 MG North Shore Terminal Reservoir is identified as ST005 in the Division’s database. We have received the following information for 15 MG North Shore Term Phase II Reservoir (ST005): Certification of Rule Conformance with plan approval conditions by a professional engineer and changes made during construction were in conformance with rules R309-500 through 550. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Water quality data — one sample was collected for analysis by EPA method 524.2 to determine the presence of volatile organic compounds. The results of the samples indicated the presence of bromodichloromethane, chloroform, dibromochloromethane, and dichlorodifluoromethane. These chemicals are common laboratory contaminants, and the results are only slightly above the minimum reporting limit. We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for 15 MG North Shore Term Phase II Reservoir (ST005) is hereby issued as constituted by this letter. You may now place 15 MG North Shore Term Phase II Reservoir (ST005) in service in your water system. Please maintain a copy of this letter with your permanent records for future reference.
