HomeMy WebLinkAboutDDW-2024-007059April 5, 2024 Hayden Leslie White Enoch City Water System 900 EastMidvalley Road Enoch, Utah 84720 Subject:Concurrence, Updated Drinking Water Source Protection Plans for the Homestead Well, Anderson Well, Ravine Road Well, and Iron Works Well; Enoch City Water System; Water System #11004, Source No. WS001, WS004, WS005, and WS006 Dear Hayden Leslie White: The Division of Drinking Water (the Division) received the updated Drinking Water Source Protection (DWSP) plans for the Homestead Well, Anderson Well, Ravine Road Well, and Iron Works Well from your consultant, Curtis Nielson, P.E., with Ensign Engineering, on November 12, 2020, and July 13, 2021. The Division requested additional information in a disapproval letter on December 13, 2023. Revised updates were received from your consultant on February 9, 2024. We have completed our review of the updated DWSP plans and find that the plans basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems. The Division concurs with these updated plans. We commend you for establishing a program to protect these sources from present and future contamination. These plans must be updated often enough to ensure that they reflect current conditions in your protection zones. The due date for submitting the next updated plan is December 31, 2027.RemindersAs stated in R309-600 and 605: Implementing DWSP Plans - Each Public Water System (PWS) shall begin implementing each of its DWSP Plans in accordance with the implementation schedule within 180 days after submittal if the plan is not disapproved. Be prepared to describe these efforts in your next update, which should include documentation of how the land management strategies identified for existing and future potential contamination sources were implemented. Your updated plan will be disapproved, and 25 Improvement Priority System (IPS) points will be assigned for failure to comply with this requirement.As stated in R309-600 and 605: Recordkeeping - As a DWSP Plan is executed, the PWS shall document any land management strategies that are implemented. Please provide actual copies of memoranda of understanding, public education programs, bill stuffers, newsletters, or other correspondence documenting the implementation of each land management strategy as it occurs, in this section of your updated plan. Monitoring Reduction Waivers Your request for a pesticide susceptibility waiver for the Iron Works Well (WS006) has been granted. This does not change the sampling frequency for this source. Please collect two (2) pesticide samples from the Iron Works Well (WS006) every three (3) years, with the second pesticide sample being collected in the quarter following the quarter in which the first pesticide sample was collected. Your request for a volatile organic contaminant (VOC) susceptibility waiver is contingent upon one additional VOC sample collected from the Iron Works Well (WS006). Please collect one (1) VOC sample from the Iron Works Well (WS006) and submit the results directly to David Kruse at dbkruse@utah.gov. If the results show no detections for all VOCs, then a susceptibility waiver for VOCs will be granted and the monitoring frequency will be reduced to one (1) VOC sample every six (6) years.Please contact Noah Zorsky at (385) 707-7317 or via email at nzorsky@utah.gov if you have questions or concerns about the review of your DWSP plan.
