Dear Mr. Jenkins:
Rockwell Solutions, Inc. submits this Initial Abatement Summary for the above-referenced release.
INTRODUCTION
The Jenkins Oil, Orderville, bulk plant is an active bulk plant facility that stores and distributes
fuel. On March 21, 2025, the diesel AST was overfilled and approximately 434 gallons of fuel
spilled into the AST containment. The diesel AST is the southernmost tank in the containment.
The slope of the site and the containment floor is to the south. The fuel pooled in the southern end
of the tank containment from immediately below the tank to the southern wall of the containment.
Jenkins Oil personnel immediately used a vacuum truck to remove the pooled fuel inside of the
containment. Approximately 350 gallons of fuel were recovered, meaning there was an actual
release of approximately 84 gallons of diesel fuel.
The base of the containment is native soil. The fuel soaked into the soil, saturating up to several
inches. Small amounts of fuel also leaked out of the two corners of the concrete containment. The
southeastern corner showed very minor staining approximately two feet into the Jenkins yard.
Fuel from the southwestern corner leaked out about and flowed approximately twelve feet into a
shallow drainage ditch.
On March 25, 2025, Rockwell Solutions personnel scraped off the top few inches of soil in the
southern end of the containment, removing approximately 0.25 cubic yards. The soil was placed
in the drainage ditch. On March 28, 2025, a contractor used a mini excavator to remove all stained
soil from the drainage ditch. Approximately two cubic yards of soil were removed. The soil was
temporarily stockpiled on the northwest corner of the Jenkins yard on top of and covered by a
plastic tarp. The soil will eventually be hauled to the approved landfarm less than a mile west of
the site.

The release occurred in the area of release OIA which is currently being remediated. Release ONB
only affected the shallow soil and no further specific abatement actions are necessary. Soil and
groundwater remediation activities for OIA will cover the small area of release ONB.
