Project Overview and Existing Conditions
The subject property, located at 515 W 300 N, Salt Lake City, UT 84116 (Parcel No. 08 -
36-305-082), is subject to an Environmental Covenant (EC) recorded on February 8,
2022. The EC was established when the parcel was historically associated with 509 W
300 N, Salt Lake City, UT 84116 (Parcel No. 08-36-305-079), in connection with a
Leaking Underground Storage Tank (LUST) facility to manage residual contamination
and mitigate potential risks to human health and the environment. The EC includes
specific Activity and Use Limitations and construction-related requirements to ensure
long-term protection of site users and environmental mitigation.
Citizens West 4 LLC is currently pursuing redevelopment of the site, which includes the
construction of a six-story mixed-use residential and retail structure, along with an
open-air parking garage. This document outlines the proposed construction activiti es
and demonstrates how the project has been designed to comply with the conditions set
forth in the EC, including avoidance of excavation or structural components that would
trigger applicable construction limitations or engineering control requirements.
1. Excavation Depth and Contaminant Zone
Excavation in the area of petroleum-impacted soils will be limited to a maximum
depth of 4’6” below ground surface (bgs), which does not trigger the first-level
construction restriction. Refer to the attached detailed plan showing the location
and depth of the proposed garage footings. The petroleum -impacted soils are
located at a depth of approximately 10 to 15 feet bgs and will remain undisturbed.
2. Soil and Groundwater Disturbance
No soil or groundwater removal is planned within the petroleum -impacted area.
Groundwater levels at the site have been observed as high as 7 feet bgs during wet
seasons. However, no construction activities are proposed to extend below 4’6” bgs
in this area, ensuring no interaction with the water table or deeper contaminated
soils.
3. Planned Construction and Site Use
An open-air parking structure is proposed above the impacted area. This structure
will not alter the current land use, as the area is presently utilized for surface
parking. Per discussions with Mark Crimm and Paige Walton, no vapor mitigation
systems are required due to the open -air nature of the design and the unchanged
site use.
4. Soil Management and Disposal Protocol
The site layout provides adequate space for temporary stockpiling of excavated soils
pending the results of waste characterization analysis for contaminants found in the
Phase 2 environmental report conducted by Terracon Consultants on May 26, 2023.
Any soils determined to require special handling or disposal will be managed in
accordance with applicable regulatory protocols and disposal requirements. Refer
to the Materials Management Plan prepared by Terracon Consultants for more
information.
Construction and earthwork is anticipated to begin in June 2025. Footings and foundation
for the parking garage which is located above the petroleum contaminated soils is
expected to begin mid -August 2025 and complete by mid-September.
Compliance with conditions set forth in the Environmental Covenant will be managed by
Amanda Dillon and Ivan Carroll from Giv Development.

I will be assisting CW4 through plan check & CA alongside Emilie Brenchley, cc’d on this email.
Regarding the parking garage footings, I spoke with Michael, and we got it figured out. The datum for the parking
structure is a few feet lower than the building – after taking this into account this shows that these footings are above
the water table.
