Wasatch Environmental, Inc., (Wasatch) has completed collection and analysis of four additional soil
samples as requested by the Utah Division of Environmental Quality (DEQ). The analytical results were
all below the Utah Risked Based Corrective Action (RBCA) Screening Levels used by the DEQ to support
regulatory closure of a petroleum release at Signature Aviation’s fuel farm (Site), located at the Provo,
Utah airport. We anticipate that after review of these sample results, the Site will receive regulatory
closure.
BACKGROUND
On December 17, 2024, an overfill of Tank 2 occurred during fuel delivery resulting in a release of
approximately 300 to 400 gallons of Jet A fuel from the vent pipe and onto the tank and surrounding
graveled surface beneath the tank as well as spreading to areas beneath Tank 1, located to the south.
Signature Aviation contracted Wasatch Environmental, Inc., (Wasatch) to provide professional oversight
and direction of the cleanup activities, provide regulatory support with the Utah DEQ, collect and analyze
the required confirmation samples, and prepare a report to document that the release has been properly
remediated. The remediation completion report, dated February 12, 2025, was submitted to the DEQ and
during the Closure Committee meeting it was recommended that additional soil samples be collected at
three locations south and east of the remediation area to show that the petroleum impacts to soil have
been delineated.
METHODOLOGY
On April 3, 2025, Wasatch personnel advanced three borings using decontaminated hand augers at
locations HA-A, HA-B, and HA-C as shown on Figure 1. The hand auger borings were advanced to a
depth of approximately 3 feet below ground surface (bgs).
Mr. Christopher Nolan, Utah-certified underground storage tank (UST) Groundwater and Soil Sampler
(CS 1101) collected four soil samples from three locations in the areas requested by DEQ using hand
tools and transported them to an analytical laboratory for analysis.
The depths at which the soil samples were collected for laboratory analysis was determined in the field
based on previous sampling depths and on field observations of petroleum impacts such as, the zone of
greatest impacts, odor, and observations of staining. Previous soil samples identified the greatest
concentration of petroleum hydrocarbons from approximately 1.5 to 1.75 feet bgs.

The soil samples were transferred into appropriate containers, labelled with sample identification, date,
time of collection and requested analysis, placed in iced coolers, and submitted under chain-of-custody to
Chemtech-Ford Laboratories, a Utah-certified laboratory. The four soil samples were analyzed for
benzene, toluene, ethylbenzene, total xylenes, and naphthalene (BTEXN) using United States
Environmental Protection Agency (U.S. EPA) Method 8260D and total petroleum hydrocarbons as diesel -
range organics (TPH-DRO) using U.S. EPA Method 8015 with silica gel treatment.
Following the completion of the soil sampling activities, the boring locations were backfilled with soil and
hydrated bentonite. The surface at HA-A and HA-B were repaired with an asphalt surface patch to match
the existing surface.
RESULTS
At HA-A, petroleum impacts were observed at 1.75 feet bgs, and a sample was collected from 1.75 to 2
feet bgs. A second soil sample was collected below this level from approximately 2.5 to 2.75 feet bgs to
evaluate the vertical profile of petroleum impacts. No observations of petroleum impacts were identified
in any of the soil collected at hand auger borings HA-B or HA-C.
Table 1 summarizes the analytical results from the hand auger soil samples. For comparison purposes,
the Utah Division of Environmental Response and Remediation Initial Screening Levels (ISLs) and Utah
RBCA Tier 1 Screening Levels are also presented on Table 1. Both soil samples collected at HA-A
identified TPH-DRO at concentrations greater than the Utah ISL but below the Utah RBCA Tier 1
Screening Level. All analytes reported in soil samples collected at HA-B and HA-C were below laboratory
minimum reporting limit.
CONCLUSIONS AND DISCUSSION
Based on the collection and analysis of additional soil samples from south and east of the AST
excavation area remediation, it appears that soil concentrations well below the Utah ISLs were identified
in HA-B and HA-C and that soil impacts identified in HA-A were below the Utah RBCA Tier 1 screening
level and decreased with depth. Based on these results and results of confirmation soil samples
collected from the extent of the soil remediation, Wasatch recommends that the release receive
regulatory closure.
