NA SUMMARY: This was the first site visit for The Other Side Village Phase 2 VCP Site. The goal of the visit was to walk the area and identify site conditions prior to developing a site characterization workplan. At the time of the visit, the Voluntary Cleanup Agreement was still waiting for signature. Phase 2 is located adjacent to the VCP site Redwood Road Dump #121 and is within the boundaries of the Redwood Road Dump CERCLA facility that operated from 1923 to 1962. The extent of landfill material and potential impacts on the site is unclear. Currently vacant, the land includes a staging area (south end of Phase 2) used to store soil, landscaping, and equipment for Phase 1. An old rail line owned by Union Pacific Railroad (UPRR) is located between the VCP boundary and Indiana Avenue. The tracks have been removed and TOSA plans to coordinate with UPRR for access due to site development plans. In the late 1970s, the landfill was bisected by the construction of Interstate 215, creating a west and east pile. It is unclear how much of Phase 2 will intersect with the east pile, but the surveyed property line (marked with stakes) lies at the bottom of the main elevated area (assumed to be the east pile). Much of the land is vegetated with tall grasses. Construction and demolition (C&D) debris (e.g., concrete, asphalt, rebar) was observed throughout the area, with heavier debris observed further to the west. Some of the soil from Phase I that did not meet geotechnical purposes but was sampled to meet residential screening levels has been placed along the slopes of the main elevated pile. The soil is lighter in color and was observed to be mixed with other debris such as C&D and large tires. Based on the staked survey line, the hill and sloped surface are outside of the Phase 2 VCP boundary. Several hummocks containing unknown material are present to the north, and many of these hummocks are vegetated. Previous DERR investigations for the Redwood Road Dump CERCLIS Facility indicate that open dumping was practiced during landfill operation, with little information on waste disposal practices. Salt Lake City Parks and Public Lands operates to the north and has used a portion of the site to store yard waste, tree trunks, and mulch/wood chippings. Additional debris (beyond C&D debris) was observed in the area, including a bridge, a light post, and an old greenhouse building. Water was observed in the north ditch; its source (flowing or stagnant groundwater) is unknown. An outlet pipe is believed to be at the ditch's end but wasn't located during the visit due to the water. The land levels out with fewer hummocks closer to the Phase 1 area.
