Dear Bygnal Dutson:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Virgin Sky Booster Pump project from Karl Rasmussen, Pro Value Engineering,
on May 7, 2025. Previously, plans and specifications for the After the Fact Plan Approval for the 550 gallon tank (ST003) and the 550 Gallon Tank Booster Pump (PF002) were received on
September 11, 2024. Written review comments were provided to you and your consultant on October 7, 2024. The Division received the revised plans and specifications on October 7, 2024.
The Division issued Plan Approval for this project on November 5, 2024. Originally, the project was a 550 gallonNorwesco tank and booster pump that had been installed without previous
plan approval to deliver water to a new short term rental located at a higher elevation in the water system. These were discovered during the sanitary survey on June 20, 2024. However,
the project changed and the 550 gallon tank (ST003) has since been abandoned and you decided to go with two booster pumps and hydropneumatic tanks.The Rental Unit Backup Booster Pump
(PF002) is a 2 horsepower pump that pulls water from the existing system and acts as a backup to the on-demand pump. The pump has a 17 gallon per minute (gpm) capacity and is located
in an enclosure with drainage and pressure gauges. The Rental Unit On-Demand Booster Pump (PF003) is a 2 horsepower pump and has a 22 gpm capacity and is located in a utility shed and
will be the primary pump. In addition two 22 gallon Flex Lite hydropneumatic tanks known as Rental Unit HD Tanks (HD001) are installed in the shed and help to maintain pressure for the
rental unit.
We have received the following information for the Virgin Sky Booster Pump project :
Certification of Rule Conformance with plan approval conditions by a professional engineer with changes described from the plan approval letter.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for Virgin Sky Booster Pump project is hereby issued as constituted
by this letter. You may now place Rental Unit Backup Booster Pump (PF002), Rental Unit On-Demand Booster Pump (PF003) and Rental Unit HD Tanks (HD001) in service in your water system.Temporary
Exception to R309-550-8(2), (3), and (5) - COMPLETEDThis exception was granted as part of the plan approval letter that was issued on November 5, 2024. However, this exception is no
longer necessary since above-ground piping was not constructed. As a result, this exception has been marked complete.
Please maintain a copy of this letter with your permanent records for future reference.The issuance of this Operating Permit resolves your water system’s deficiency, G001, related to
